Nuevos an\u00e1lisis realizados por expertos de la Organizaci\u00f3n de las Naciones Unidas para la Alimentaci\u00f3n y la Agricultura (FAO) permiten elaborar mapas detallados de las zonas donde es m\u00e1s probable que la sequ\u00eda relacionada con El Ni\u00f1o afecte a los cultivos y los pastizales.<\/p>\n<p>Como el\u00a0<a href=\"https:\/\/wmo.int\/news\/media-centre\/wmo-prepare-el-nino\" target=\"_blank\" rel=\"noopener\" data-sf-ec-immutable=\"\">Organizaci\u00f3n Meteorol\u00f3gica Mundial (OMM)<\/a>\u00a0El an\u00e1lisis de la FAO, que pronostica un ciclo m\u00e1s fuerte de lo habitual, se basa en 41 a\u00f1os de im\u00e1genes satelitales hist\u00f3ricas de su\u00a0<a href=\"https:\/\/www.fao.org\/giews\/earthobservation\/asis\/index_1.jsp?lang=en\" target=\"_blank\" rel=\"noopener\" data-sf-ec-immutable=\"\">Sistema de \u00cdndice de Estr\u00e9s Agr\u00edcola (ASIS)<\/a>), rastreando d\u00f3nde los eventos fuertes y muy fuertes de la Oscilaci\u00f3n del Sur de El Ni\u00f1o (ENSO) tienden a causar la sequ\u00eda m\u00e1s severa.<\/p>\n<p>Los riesgos son m\u00e1s agudos en el Sahel, en todo el sur de \u00c1frica, en el sur y sureste de Asia, y en el Corredor Seco de Centroam\u00e9rica y el Caribe, donde algunas zonas agr\u00edcolas y de pastoreo se enfrentan a una probabilidad superior al 50 por ciento de sufrir sequ\u00eda en los pr\u00f3ximos meses.<\/p>\n<p>Muchas de las mismas regiones se vieron gravemente afectadas durante los eventos de El Ni\u00f1o de 2015-16 y 2023-24. Los ciclos de El Ni\u00f1o exponen las mismas vulnerabilidades y tienden a provocar malas cosechas, p\u00e9rdidas de ganado, aumento de la deuda familiar y migraci\u00f3n en busca de alimentos y agua. Solo en 2015-16, El Ni\u00f1o\u00a0<a href=\"https:\/\/openknowledge.fao.org\/server\/api\/core\/bitstreams\/a551eb91-d98b-4a4a-931a-49e9533d288e\/content\" target=\"_blank\" rel=\"noopener\" data-sf-ec-immutable=\"\">afectado<\/a>\u00a0m\u00e1s de 60 millones de personas y gener\u00f3 llamamientos humanitarios por valor de 14000 millones de d\u00f3lares en 23 pa\u00edses.<\/p>\n<p>Los riesgos ahora se inclinan al alza, ya que los fen\u00f3menos clim\u00e1ticos extremos chocan cada vez m\u00e1s con los conflictos y las dificultades econ\u00f3micas. \u201cEsto no se parece a los anteriores fen\u00f3menos de El Ni\u00f1o. El planeta est\u00e1 mucho m\u00e1s c\u00e1lido hoy en d\u00eda, y con los conflictos y la inseguridad alimentaria generalizados, esta nueva fase afectar\u00e1 con mayor dureza a los lugares que ya son vulnerables y tienen una capacidad de adaptaci\u00f3n limitada\u201d, declar\u00f3 Jorge Alvar-Beltr\u00e1n, funcionario de Recursos Naturales de la FAO.<\/p>\n<p>El mapa destaca los objetivos prioritarios para la acci\u00f3n temprana antes de que las previsiones se conviertan en p\u00e9rdidas. En respuesta a la creciente amenaza, la FAO y el Programa Mundial de Alimentos (PMA) han lanzado un\u00a0<a href=\"https:\/\/openknowledge.fao.org\/items\/e7477e51-6001-4144-bd18-7a002b54ef79\" target=\"_blank\" rel=\"noopener\" data-sf-ec-immutable=\"\">apelaci\u00f3n conjunta de acci\u00f3n anticipada<\/a>\u00a0Se solicitan 1.044.000 millones de d\u00f3lares para proteger a 8,8 millones de personas en 22 pa\u00edses de alto riesgo ante el posible impacto de un fuerte fen\u00f3meno meteorol\u00f3gico de El Ni\u00f1o. El llamamiento busca intensificar las intervenciones tempranas, incluyendo el apoyo a agricultores y pastores, la asistencia monetaria anticipada y el fortalecimiento de los sistemas de alerta temprana, antes de que las sequ\u00edas, inundaciones y tormentas se conviertan en emergencias humanitarias.<\/p>\n<h2>Donde la exposici\u00f3n es mayor<\/h2>\n<p>El riesgo rara vez se limita a la escasez de lluvias. Una sequ\u00eda moderada puede ser devastadora en lugares que ya sufren conflictos y hambre cr\u00f3nica, donde los cultivos dependen por completo de la lluvia, el ganado representa gran parte del patrimonio familiar y las familias tienen poco margen de recuperaci\u00f3n. Se prev\u00e9 que m\u00e1s del 80 % de los impactos de la sequ\u00eda en la agricultura se produzcan en pa\u00edses de ingresos bajos y medios. \u201cUn agricultor podr\u00eda perder primero sus cultivos, luego su ganado y, con ello, todo su sustento\u201d, afirm\u00f3 Alvar-Beltr\u00e1n. \u201cCon los efectos en cascada de m\u00faltiples crisis ya evidentes, es urgente actuar con prontitud\u201d.\u201d<\/p>\n<p>En todo el Sahel, la inseguridad alimentaria se ha agudizado durante cinco a\u00f1os consecutivos, mientras que el conflicto sigue desplazando a la poblaci\u00f3n y limitando el acceso a las comunidades vulnerables. Los mapas muestran una amplia franja de sequ\u00eda agr\u00edcola que se extiende desde Senegal y el sur de Mauritania, pasando por Costa de Marfil, Ghana, Togo, Ben\u00edn y Nigeria, hasta Etiop\u00eda y Sud\u00e1n, al este.<\/p>\n<p>En el sur de \u00c1frica, la se\u00f1al es m\u00e1s pronunciada. El ciclo m\u00e1s reciente de El Ni\u00f1o provoc\u00f3 la peor sequ\u00eda en la regi\u00f3n en m\u00e1s de un siglo, dejando a 61 millones de personas necesitadas de ayuda, afectando gravemente al ganado, los sistemas de agua y los pastizales, y sumiendo a m\u00e1s de 8 millones de personas en la inseguridad alimentaria. El pron\u00f3stico de la FAO apunta a una probabilidad superior al 50 % de sequ\u00eda agr\u00edcola en gran parte de Namibia y Botsuana, extendi\u00e9ndose a Angola, Zambia, Zimbabue, Sud\u00e1frica y partes de Mozambique y Madagascar. En una regi\u00f3n donde la ganader\u00eda sustenta tanto la seguridad alimentaria como la riqueza de los hogares, la p\u00e9rdida de pastos se convierte r\u00e1pidamente en una p\u00e9rdida de bienes y riqueza.<\/p>\n<p>En\u00a0<a href=\"https:\/\/openknowledge.fao.org\/items\/fe6282c2-9bdd-4fcd-88bd-3e5fa8dd834f\" target=\"_blank\" rel=\"noopener\" data-sf-ec-immutable=\"\">Am\u00e9rica Central y el Caribe<\/a>, Los riesgos de sequ\u00eda pueden traducirse r\u00e1pidamente en hambruna. El fen\u00f3meno de El Ni\u00f1o de 2015-2016 dej\u00f3 a 3,5 millones de personas en situaci\u00f3n de inseguridad alimentaria en el Corredor Seco de Centroam\u00e9rica, mientras que en Hait\u00ed las cosechas se redujeron hasta en un 70 %, duplicando la inseguridad alimentaria en cuesti\u00f3n de meses. Los pron\u00f3sticos actuales indican una probabilidad del 70 % de precipitaciones inferiores a lo normal en toda la regi\u00f3n. El riesgo de sequ\u00eda agr\u00edcola es mayor a lo largo del Corredor Seco, Colombia y Venezuela, as\u00ed como en Cuba, la Rep\u00fablica Dominicana y Hait\u00ed.<\/p>\n<p>En Asia, el riesgo se extiende a mercados globales cruciales. El Ni\u00f1o puede debilitar el monz\u00f3n de verano en gran parte de la India, lo que perjudica a cultivos de secano como el arroz y el ma\u00edz durante la temporada cr\u00edtica de cultivo. En 2015, la producci\u00f3n de ma\u00edz y arroz disminuy\u00f3 en los principales pa\u00edses productores, lo que provoc\u00f3 un aumento en los precios de los principales productos alimenticios b\u00e1sicos. En esta ocasi\u00f3n, el riesgo de sequ\u00eda agr\u00edcola se extiende desde Pakist\u00e1n e India hasta Myanmar, Tailandia, Camboya y Vietnam, e incluso m\u00e1s al este, incluyendo Filipinas, Indonesia y Timor Oriental.<\/p>\n<p>Algunos de los pa\u00edses identificados como altamente expuestos a las perturbaciones vinculadas a El Ni\u00f1o tambi\u00e9n figuran prominentemente en\u00a0<a href=\"https:\/\/www.fightfoodcrises.net\/hunger-hotspots\" target=\"_blank\" rel=\"noopener\">An\u00e1lisis m\u00e1s reciente de la FAO y el PMA sobre los focos de hambre<\/a>, lo que subraya c\u00f3mo las crisis clim\u00e1ticas interact\u00faan cada vez m\u00e1s con los conflictos y el estr\u00e9s econ\u00f3mico, exacerbando a\u00fan m\u00e1s la inseguridad alimentaria aguda.<\/p>\n<h2>Un mapa para la acci\u00f3n<\/h2>\n<p>Cuando se identifica el riesgo de forma temprana y a nivel local, los agricultores y pastores pueden tomar decisiones cruciales sobre la siembra y el manejo del ganado antes de que la temporada de cultivo est\u00e9 en pleno apogeo: retrasar la siembra, elegir cultivos resistentes a la sequ\u00eda, almacenar forraje para el ganado y asegurar reservas adicionales de agua antes de que comience la escasez.<\/p>\n<p>El an\u00e1lisis de la FAO puede acotar la evaluaci\u00f3n de riesgos en algunas zonas a un solo kil\u00f3metro cuadrado. Pero para que la precisi\u00f3n se traduzca en protecci\u00f3n, es necesario vincular los servicios meteorol\u00f3gicos e hidrol\u00f3gicos nacionales, los ministerios de agricultura y las redes de extensi\u00f3n, de modo que la alerta llegue al agricultor a tiempo.<\/p>\n<p>\u201cEste nivel de detalle cambia lo que un gobierno puede hacer\u201d, dijo Riccardo Soldan, funcionario de Recursos Naturales de la FAO. \u201cEn lugar de dispersar los recursos, puede concentrar la ayuda en las zonas m\u00e1s afectadas, dirigiendo transferencias de efectivo, apoyo para el agua y el riego, alimento para el ganado y otros insumos esenciales a los lugares m\u00e1s vulnerables\u201d.\u201d<\/p>\n<p>Ya existen pruebas de que actuar antes de que se produzcan p\u00e9rdidas puede funcionar. En el sur de \u00c1frica, antes del fen\u00f3meno de El Ni\u00f1o de 2023-24, un esfuerzo regional previo a la temporada destin\u00f3 casi 1.040.310 millones de d\u00f3lares a m\u00e1s de dos millones de personas en siete pa\u00edses, proporcionando semillas, apoyo para el ganado y mejores pron\u00f3sticos a trav\u00e9s de sistemas de alerta temprana. En Centroam\u00e9rica, la distribuci\u00f3n oportuna de semillas tolerantes a la sequ\u00eda y de ciclo de crecimiento corto ayud\u00f3 a las familias.\u00a0<a href=\"https:\/\/openknowledge.fao.org\/server\/api\/core\/bitstreams\/7b9fe00f-6fe2-47fd-9988-e1bc56b42569\/content\" target=\"_blank\" rel=\"noopener\" data-sf-ec-immutable=\"\">Produce<\/a>\u00a0verduras, mejorando el abastecimiento de alimentos en los hogares y reduciendo la probabilidad de que las familias recurran a mecanismos de afrontamiento negativos, como la venta de bienes o el ayuna.<\/p>\n<p>Los an\u00e1lisis de la FAO pueden ayudar a los gobiernos y a sus socios a decidir por d\u00f3nde actuar primero, qu\u00e9 tipo de apoyo es m\u00e1s urgente y qu\u00e9 comunidades est\u00e1n menos preparadas para afrontar otra temporada fallida.<\/p>\n<p>El fen\u00f3meno de El Ni\u00f1o se est\u00e1 formando y los mapas son claros.
