{"id":135390,"date":"2026-09-08T10:23:09","date_gmt":"2026-09-08T14:23:09","guid":{"rendered":"https:\/\/www.agribusinessglobal.com\/?p=135390"},"modified":"2026-09-08T10:23:09","modified_gmt":"2026-09-08T14:23:09","slug":"african-development-bank-group-launches-up-to-usd-5-1-billion-response-plan-to-offset-energy-and-fertilizer-shocks-in-african-countries","status":"publish","type":"post","link":"https:\/\/www.agribusinessglobal.com\/es\/markets\/africa-middle-east\/african-development-bank-group-launches-up-to-usd-5-1-billion-response-plan-to-offset-energy-and-fertilizer-shocks-in-african-countries\/","title":{"rendered":"El Grupo del Banco Africano de Desarrollo lanza un plan de respuesta de hasta 5.100 millones de d\u00f3lares para compensar las crisis energ\u00e9ticas y de fertilizantes en los pa\u00edses africanos."},"content":{"rendered":"<p>La Junta Directiva de la <a href=\"http:\/\/www.AfDB.org\" target=\"_blank\" rel=\"noopener\">Grupo del Banco Africano de Desarrollo<\/a> ha aprobado un nuevo marco para mitigar el impacto de la crisis mundial de energ\u00eda y fertilizantes en los pa\u00edses africanos.<\/p>\n<p>El Marco Mundial de Respuesta a la Crisis de la Energ\u00eda y los Fertilizantes (GEFCRF, por sus siglas en ingl\u00e9s), aprobado el 1 de septiembre de 2026, permite al Grupo del Banco Mundial brindar apoyo oportuno y espec\u00edfico para atender las necesidades inmediatas derivadas de la crisis y fortalecer a los pa\u00edses miembros africanos frente a futuras crisis.<\/p>\n<p>Aprovechando las experiencias exitosas del Mecanismo de Respuesta a la COVID-19 del Banco y del Mecanismo Africano de Producci\u00f3n de Alimentos de Emergencia, el marco est\u00e1 dise\u00f1ado para brindar ayuda inmediata al tiempo que sienta las bases para econom\u00edas africanas m\u00e1s fuertes, autosuficientes y resilientes.<\/p>\n<p>El marco se financiar\u00e1 mediante un pr\u00e9stamo adicional de 4.100 millones de d\u00f3lares del Banco Africano de Desarrollo y hasta 960 millones de d\u00f3lares del Fondo Africano de Desarrollo, el brazo de pr\u00e9stamos en condiciones favorables del Grupo Banco. Estos recursos adicionales elevar\u00e1n el objetivo de pr\u00e9stamos del Banco para 2026 a aproximadamente 12.700 millones de d\u00f3lares, lo que permitir\u00e1 al Grupo Banco brindar apoyo oportuno y espec\u00edfico a los pa\u00edses afectados por la crisis, al tiempo que fortalece su capacidad de respuesta ante futuras crisis.<\/p>\n<p>La respuesta es temporal y v\u00e1lida por un a\u00f1o a partir de la fecha de aprobaci\u00f3n del Consejo, tras lo cual se revisar\u00e1 antes de su pr\u00f3rroga. El GEFCRF se basar\u00e1 en la demanda, con un apoyo adaptado a los niveles espec\u00edficos de vulnerabilidad mediante una respuesta financiera y pol\u00edtica apropiada.<\/p>\n<p>La crisis actual en Oriente Medio sigue suponiendo un importante impacto externo para las econom\u00edas africanas, lo que se refleja en el aumento de los precios mundiales de la energ\u00eda, los alimentos, los fertilizantes y otras materias primas de las que muchos pa\u00edses africanos siguen dependiendo en gran medida y que importan masivamente.<\/p>\n<p>Las interrupciones en las rutas comerciales y log\u00edsticas mundiales, incluidos los principales corredores mar\u00edtimos, est\u00e1n agravando estas presiones al aumentar los costes de transporte, retrasar las entregas y aumentar la fragilidad de la cadena de suministro.<\/p>\n<p>El GEFCRF trabajar\u00e1 en torno a cuatro pilares principales para:<\/p>\n<ul>\n<li><strong>Estabilizar las condiciones macroecon\u00f3micas:<\/strong> Proporcionar financiaci\u00f3n contrac\u00edclica r\u00e1pida, reservas a corto plazo y respuestas coordinadas en materia de pol\u00edtica fiscal, monetaria y de deuda durante las crisis.<\/li>\n<li><strong>Garantizar sistemas esenciales de suministro de alimentos, energ\u00eda y fertilizantes:<\/strong> Utilizar la financiaci\u00f3n de emergencia y del comercio para proteger el suministro de alimentos, energ\u00eda y fertilizantes, al tiempo que se apoya a las poblaciones vulnerables, en particular a las mujeres vulnerables, y se estabilizan los mercados.<\/li>\n<li><strong>Proteger los gastos esenciales y a los hogares vulnerables:<\/strong> Salvaguardar el gasto p\u00fablico prioritario y desplegar medidas de protecci\u00f3n social espec\u00edficas para amortiguar el impacto en los grupos vulnerables, en particular las mujeres y los j\u00f3venes, reducir la dependencia de subsidios generales y prevenir el agravamiento de la fragilidad.<\/li>\n<li><strong>Mantener las reformas para el desarrollo de la resiliencia a medio y largo plazo:<\/strong> Se ha reservado margen de maniobra pol\u00edtica para reformas a medio plazo que reduzcan la dependencia de los vol\u00e1tiles mercados externos de energ\u00eda, alimentos y fertilizantes, establezcan las bases para cadenas de suministro diversificadas y soluciones regionales, y mejoren la resiliencia fiscal y la preparaci\u00f3n para la respuesta ante crisis.<\/li>\n<\/ul>\n<p>\u201cEste marco se centra en escuchar y responder a las necesidades urgentes de los pa\u00edses africanos, ayud\u00e1ndoles a proteger a los hogares y a las poblaciones vulnerables, a mantener en funcionamiento los sistemas de alimentaci\u00f3n, fertilizantes y energ\u00eda, y a preservar los logros de desarrollo obtenidos con tanto esfuerzo, al tiempo que se fomenta una mayor resiliencia para el futuro\u201d, declar\u00f3 Abdul Kamara, Vicepresidente Interino de Operaciones Regionales y por Pa\u00eds. \u201cUna respuesta a una crisis debe ir m\u00e1s all\u00e1 de amortiguar el impacto.
