El reciente Informe de situaci\u00f3n nacional sobre el manejo racional de los productos qu\u00edmicos en Uganda encontr\u00f3 que las leyes y la tecnolog\u00eda actuales no pueden proteger la vida humana y el medio ambiente de la toxicidad, la corrosi\u00f3n, las explosiones y los incendios, informa <a href=\"http:\/\/www.theeastafrican.co.ke\/news\/-\/2558\/593138\/-\/item\/0\/-\/10mevme\/-\/index.html\">El este de \u00c1frica<\/a>. El estudio fue encargado por la <a href=\"http:\/\/www.saicm.org\/index.php?ql=h&amp;content=home\">Enfoque estrat\u00e9gico para la gesti\u00f3n de productos qu\u00edmicos a nivel internacional<\/a> y patrocinado por el gobierno de Uganda y el <a href=\"http:\/\/www.undp.org\/\">Programa de las Naciones Unidas para el desarrollo <\/a>y <a href=\"http:\/\/www.unep.org\/\">Programa de las Naciones Unidas para el Medio Ambiente<\/a>.<\/p>\n<p>Seg\u00fan el Dr. David Ogaram, consultor principal del estudio: &quot;La mayor\u00eda de las leyes sobre la gesti\u00f3n de productos qu\u00edmicos se promulgaron en la d\u00e9cada de 1950, en un momento en que las cuestiones de tecnolog\u00eda, salud y medio ambiente no ten\u00edan mucha importancia&quot;. Hasta el momento, Uganda no tiene ninguna disposici\u00f3n legal que aborde los productos modificados gen\u00e9ticamente. El estudio tambi\u00e9n encontr\u00f3 que las agencias que se espera que manejen los qu\u00edmicos en el pa\u00eds son demasiado d\u00e9biles para proteger la salud humana y el medio ambiente de un mal manejo de los qu\u00edmicos.<\/p>\n<p>La ministra de Estado de Agua, Jennifer Namuyangu, dijo a The EastAfrican: &quot;No estamos preparados para manejar emergencias que podr\u00edan surgir de una mala aplicaci\u00f3n o manejo de productos qu\u00edmicos en el pa\u00eds&quot;.<\/p>\n<p>El estudio examin\u00f3 los resultados de la verificaci\u00f3n de entidades de gesti\u00f3n como la <a href=\"http:\/\/www.nemaug.org\/\">Autoridad Nacional de Gesti\u00f3n Ambiental<\/a> y el <a href=\"http:\/\/www.unbs.go.ug\/main.php?menuid=13\">Oficina Nacional de Normas de Uganda<\/a>, midiendo los resultados contra su capacidad para inspeccionar, muestrear y analizar productos qu\u00edmicos, verificaciones de higiene y examen de registros. Se descubri\u00f3 que los laboratorios carecen de equipos modernos y los cient\u00edficos que trabajan all\u00ed est\u00e1n desmotivados. Faltaban los reactivos necesarios y la atm\u00f3sfera no estaba controlada seg\u00fan los est\u00e1ndares de laboratorio. El estudio tambi\u00e9n revel\u00f3 que no se encontraron camiones especializados para transportar productos qu\u00edmicos, las instalaciones de almacenamiento eran deficientes y no hab\u00eda una sola empresa experta disponible para eliminar los productos qu\u00edmicos de desecho.<\/p>\n<p>Adem\u00e1s de las leyes y regulaciones obsoletas con respecto a la industria qu\u00edmica, Uganda tambi\u00e9n sufre de productores, e incluso distribuidores, que tienen poca educaci\u00f3n sobre el uso correcto de productos qu\u00edmicos. En el centro de Kampala, algunos comerciantes de productos qu\u00edmicos vierten productos qu\u00edmicos caducados y de desecho en el canal Nakivubo, el principal canal de drenaje de la ciudad que desemboca en el lago Victoria. La bah\u00eda de Murchison de Kampala recibe alrededor de 12.000 metros c\u00fabicos de efluentes de las industrias circundantes a diario, ahora se le atribuye la disminuci\u00f3n de las poblaciones de peces y los mayores costos de tratamiento del agua. En 1995, se notificaron 170.000 casos de intoxicaci\u00f3n por plaguicidas en todo el pa\u00eds.<\/p>\n<p>Las partes interesadas ahora piden que una parte del dinero recaudado como multas de los culpables en el manejo insignificante de productos qu\u00edmicos y los ingresos fiscales se dedique a mejorar su gesti\u00f3n.
