Si bien Brasil y Argentina son escenarios importantes, el resto de pa\u00edses de la regi\u00f3n son nichos de mercado de alcance limitado debido al panorama geogr\u00e1fico o pol\u00edtico del pa\u00eds.<\/p>\n<p class=\"subhead\">\u00bfResistencia al registro?<\/p>\n<p>M\u00e9xico es el tercer mercado regional m\u00e1s grande, despu\u00e9s de Brasil y Argentina, con un valor de mercado de US$700 millones en 2008. \u201cLos tres pa\u00edses tienen sistemas de registro basados en la equivalencia\u201d, explica Rom\u00e1n Macaya, vicepresidente de Agroqu\u00edmica Industrial Rimac y director de la Asociaci\u00f3n Latinoamericana de la Industria Nacional de Agroqu\u00edmicos (ALINA). &quot;Por lo tanto, los requisitos de datos para obtener la aprobaci\u00f3n de productos son similares&quot;. Por \u201cequivalencia\u201d, Macaya se refiere a un sistema de \u201cyo tambi\u00e9n\u201d, similar a c\u00f3mo se registran los gen\u00e9ricos en muchos pa\u00edses. Los valores de mercado totales enumerados en el mapa, a la derecha, incluyen tanto los gen\u00e9ricos como los nuevos ingredientes activos.<\/p>\n<p>El ingreso a estos mercados depende del pa\u00eds, que var\u00eda en la eficiencia y transparencia de sus sistemas de registro a lo largo del tiempo, dice Macaya. Costa Rica anteriormente emit\u00eda registros \u201ccon relativa frecuencia, hasta que el lobby de las grandes empresas multinacionales comenz\u00f3 a tener su efecto habitual de cierre de mercados. Fue necesario que los agricultores protestaran frente al Congreso para que el sistema volviera a funcionar \u201d, dice Macaya. \u201cGuatemala tambi\u00e9n se convirti\u00f3 en un pa\u00eds &#039;resistente al registro&#039;, pero poco a poco est\u00e1 comenzando a abrirse nuevamente\u201d.<\/p>\n<p>La mayor barrera para el registro parece ser la eficiencia. \u201cLos cinco pa\u00edses con normas andinas est\u00e1n lejos de tener sistemas armonizados, con algunos pa\u00edses trabajando de manera m\u00e1s eficiente que otros\u201d, explica Macaya. Estos pa\u00edses, Colombia, Venezuela, Per\u00fa, Bolivia y Ecuador, utilizan un sistema que no se basa en demostrar equivalencia, sino en una combinaci\u00f3n de datos publicados y reci\u00e9n generados, dice Macaya. \u201cEste sistema fue desarrollado ... con el objetivo de armonizar los sistemas de registro de los cinco pa\u00edses de la &#039;Comunidad Andina&#039; y proporcionar el reconocimiento mutuo de los registros\u201d. Sin embargo, agrega Macaya, este reconocimiento mutuo de registros no est\u00e1 funcionando en la pr\u00e1ctica.<\/p>\n<p>Para los fabricantes y productores extranjeros que intentan entrar en estos mercados, Macaya da el siguiente consejo: \u201cBusque un socio local fuerte y con conocimientos\u201d, recomienda. \u201cLas aprobaciones de registro son solo el comienzo.
