Tambi\u00e9n discutimos lo que depara el futuro para el pa\u00eds, ya que varias empresas extranjeras han expresado dudas de que el repentino compromiso de China con el ambientalismo sea aut\u00e9ntico, o solo una soluci\u00f3n moment\u00e1nea con el <a href=\"http:\/\/en.beijing2008.cn\/\" target=\"_blank\" rel=\"noopener noreferrer\">Juegos Ol\u00edmpicos de Beijing<\/a> centrando la atenci\u00f3n mundial en el pa\u00eds.<\/p>\n<p>Recientemente tuve una conversaci\u00f3n con Jia Hepeng, corresponsal en China de la revista Chemical World. Hepeng tiene su sede en China y se especializa en cuestiones cient\u00edficas y medioambientales. Nos dio su opini\u00f3n sobre la nueva legislaci\u00f3n ambiental del pa\u00eds y, como nosotros en la FCI, cree que las nuevas pol\u00edticas llegaron para quedarse. Su opini\u00f3n est\u00e1 aqu\u00ed, en su totalidad:<\/p>\n<p>S\u00ed, hay muchas leyes ambientales nuevas, incluidas, entre otras, las de aguas residuales, seguridad alimentaria, retirada de alimentos y medicamentos, etc. Si bien algunos de ellos, especialmente los de Beijing, est\u00e1n relacionados con los Juegos Ol\u00edmpicos, la mayor\u00eda, en mi opini\u00f3n, no son el resultado de la preparaci\u00f3n para los Juegos. Se encuentran entre muchas regulaciones similares en los \u00faltimos a\u00f1os. Seg\u00fan un art\u00edculo del foro de pol\u00edticas publicado recientemente en Science (Science, 319, 37 (2008)), se han promulgado m\u00e1s de 100 leyes y reglamentos ambientales en China, por lo que la mayor\u00eda de ellos no est\u00e1n directamente relacionados con los Juegos Ol\u00edmpicos.<\/p>\n<p>En mi opini\u00f3n, el gobierno se toma muy en serio la lucha contra la contaminaci\u00f3n. Pero esto se ha visto frustrado por la renuencia a implementar a nivel local y sectorial, principalmente por intereses econ\u00f3micos. Las industrias muy contaminantes suelen ser muy rentables. En esta situaci\u00f3n, la implementaci\u00f3n por los niveles administrativos (los funcionarios superiores presionan a los funcionarios inferiores, pero a menudo en casos individuales) suele ser m\u00e1s s\u00f3lida. Sin embargo, debido a la informaci\u00f3n incompleta de los altos funcionarios, este efecto a menudo podr\u00eda ser limitado. Para las \u00e1reas relacionadas con los Juegos Ol\u00edmpicos, la solidez de la implementaci\u00f3n a menudo podr\u00eda ser muy fuerte, pero esto no significa que las leyes y regulaciones sean simplemente para los Juegos Ol\u00edmpicos.<\/p>\n<p>Como en Occidente, el proceso de formulaci\u00f3n de pol\u00edticas a menudo es el resultado de equilibrar diferentes intereses. Por ejemplo, la regla de emisi\u00f3n de desechos farmac\u00e9uticos m\u00e1s severa se propuso durante mucho tiempo, pero no se public\u00f3 hasta fines del a\u00f1o pasado. Esto se debe principalmente a la resistencia del sector farmac\u00e9utico. Pero el problema aqu\u00ed es que la lucha por el poder y los intereses no es tan transparente y menos participativa p\u00fablicamente.<\/p>\n<p>En cuanto a la situaci\u00f3n post-ol\u00edmpica, creo que cierta intensidad de implementaci\u00f3n de pol\u00edticas podr\u00eda ser m\u00e1s d\u00e9bil, pero en general, las pol\u00edticas y regulaciones no desaparecer\u00e1n. Algo alentador podr\u00eda ser que m\u00e1s personas sientan los beneficios de una mejor situaci\u00f3n ambiental \/ de seguridad y es probable que contin\u00faen requiriendo la implementaci\u00f3n continua. Otra buena se\u00f1al es que ahora hay un ministerio de protecci\u00f3n ambiental m\u00e1s poderoso. El tercer buen resultado es que, aunque todav\u00eda es muy limitado, ahora participan m\u00e1s voces p\u00fablicas y es probable que esto contin\u00fae.
