Powers est\u00e1 no USDA desde 1986.<\/p>\n<p>Os consultores agr\u00edcolas t\u00eam servido nas Equipes de Reconstru\u00e7\u00e3o Provincial (PRTs) no Afeganist\u00e3o desde 2003, quando tr\u00eas funcion\u00e1rios do USDA estavam entre os primeiros civis a oferecer sua expertise t\u00e9cnica. Desde ent\u00e3o, aproximadamente 40 consultores foram mobilizados. Os consultores de PRT trabalham em projetos que visam ajudar o Afeganist\u00e3o a reconstruir a infraestrutura f\u00edsica e institucional de seu setor agr\u00edcola, com base nas necessidades da prov\u00edncia. Powers servir\u00e1 como oficial de liga\u00e7\u00e3o do USDA PRT em Cabul, onde coordenar\u00e1 o trabalho de outros consultores agr\u00edcolas do USDA PRT em todo o pa\u00eds.<\/p>\n<p>O USDA tamb\u00e9m tem atividades e programas voltados para o fortalecimento da capacidade do governo afeg\u00e3o, reconstru\u00e7\u00e3o de mercados agr\u00edcolas e melhoria da gest\u00e3o de recursos naturais; por exemplo, a assist\u00eancia do USDA levou \u00e0 constru\u00e7\u00e3o de centros de extens\u00e3o agr\u00edcola em metade das prov\u00edncias do Afeganist\u00e3o, ao treinamento de importantes autoridades agr\u00edcolas afeg\u00e3s e ao in\u00edcio de um sistema nacional para detectar e controlar doen\u00e7as animais. Esses formuladores de pol\u00edticas, cientistas e acad\u00eamicos dos setores p\u00fablico e privado aprimoraram suas habilidades t\u00e9cnicas em uma ampla gama de t\u00f3picos, desde o desenvolvimento de sistemas alimentares orientados ao mercado e aumento dos v\u00ednculos comerciais com o agroneg\u00f3cio dos EUA at\u00e9 a colabora\u00e7\u00e3o com professores e cientistas dos EUA em sa\u00fade animal, processamento p\u00f3s-colheita e prote\u00e7\u00e3o de plantas, relata o USDA-FAS.<\/p>\n<p>Os programas Food for Progress (FFP) do USDA e McGovern-Dole International Food for Education and Child Nutrition (McGovern-Dole) forneceram US$ $216,7 milh\u00f5es em assist\u00eancia alimentar ao Afeganist\u00e3o desde 2003. O FFP melhora a nutri\u00e7\u00e3o e apoia projetos de desenvolvimento agr\u00edcola e econ\u00f4mico em pa\u00edses em desenvolvimento que s\u00e3o democracias emergentes e est\u00e3o introduzindo ou expandindo a livre iniciativa em seus setores agr\u00edcolas.
