Enquanto o Brasil e a Argentina s\u00e3o grandes arenas, os pa\u00edses restantes na regi\u00e3o s\u00e3o mercados de nicho limitados em escopo devido ao cen\u00e1rio geogr\u00e1fico ou pol\u00edtico do pa\u00eds.<\/p>\n<p class=\"subhead\">Resist\u00eancia ao registro?<\/p>\n<p>O M\u00e9xico \u00e9 o terceiro maior mercado regional, depois do Brasil e da Argentina, com um valor de mercado de US$ $700 milh\u00f5es em 2008. \u201cTodos os tr\u00eas pa\u00edses t\u00eam sistemas de registro baseados em equival\u00eancia\u201d, explica Rom\u00e1n Macaya, vice-presidente da Agroquimica Industrial Rimac e diretor da Asociaci\u00f3n Latinoamericana de la Industria Nacional de Agroqu\u00edmicos (ALINA). \u201cPortanto, os requisitos de dados para obter a aprova\u00e7\u00e3o de produtos s\u00e3o semelhantes.\u201d Por \u201cequival\u00eancia\u201d, Macaya est\u00e1 se referindo a um sistema \u201cme too\u201d, semelhante a como os gen\u00e9ricos s\u00e3o registrados em muitos pa\u00edses. Os valores totais de mercado listados no mapa, \u00e0 direita, incluem gen\u00e9ricos e novos ingredientes ativos.<\/p>\n<p>A entrada nesses mercados depende do pa\u00eds, que varia na efici\u00eancia e transpar\u00eancia de seus sistemas de registro ao longo do tempo, diz Macaya. A Costa Rica emitia registros anteriormente \u201ccom relativa frequ\u00eancia, at\u00e9 que o lobby das grandes empresas multinacionais come\u00e7ou a ter seu efeito usual de fechar mercados. Foram necess\u00e1rios fazendeiros protestando do lado de fora do Congresso para fazer o sistema funcionar novamente\u201d, diz Macaya. \u201cA Guatemala tamb\u00e9m se tornou um pa\u00eds &#039;resistente ao registro&#039;, mas est\u00e1 lentamente come\u00e7ando a se abrir novamente.\u201d<\/p>\n<p>A maior barreira ao registro parece ser a efici\u00eancia. \u201cOs cinco pa\u00edses da Norma Andina t\u00eam sistemas longe de serem harmonizados, com alguns pa\u00edses trabalhando de forma mais eficiente do que outros\u201d, explica Macaya. Esses pa\u00edses \u2014 Col\u00f4mbia, Venezuela, Peru, Bol\u00edvia e Equador \u2014 usam um sistema baseado n\u00e3o na demonstra\u00e7\u00e3o de equival\u00eancia, mas em uma combina\u00e7\u00e3o de dados publicados e rec\u00e9m-gerados, diz Macaya. \u201cEste sistema foi desenvolvido... com o objetivo de harmonizar os sistemas de registro dos cinco pa\u00edses da &#039;Comunidade Andina&#039; e fornecer reconhecimento m\u00fatuo de registros.\u201d No entanto, Macaya acrescenta, esse reconhecimento m\u00fatuo de registros n\u00e3o est\u00e1 funcionando na pr\u00e1tica.<\/p>\n<p>Para fabricantes e produtores estrangeiros que tentam entrar nesses mercados, Macaya d\u00e1 o seguinte conselho: \u201cEncontre um parceiro local forte e bem informado\u201d, ele recomenda. \u201cAprova\u00e7\u00f5es de registro s\u00e3o apenas o come\u00e7o.
