Cerca de 60% da popula\u00e7\u00e3o est\u00e1 envolvida no setor agr\u00edcola, principalmente por meio da agricultura de subsist\u00eancia. No entanto, at\u00e9 70% das terras ar\u00e1veis do continente n\u00e3o s\u00e3o utilizadas para a produ\u00e7\u00e3o de safras. Iniciativas inovadoras \u2013 como o Agricultural Guarantee Fund Scheme, que \u00e9 uma parceria entre o Standard Bank (o maior banco da \u00c1frica), a Alliance for a Green Revolution in Africa (AGRA), o OPEC Fund for International Development (OFID), o Kilimo Trust, o Millennium Challenge Account (MCA) e a Millennium Development Authority (MiDA) \u2013 criaram um fundo inovador no valor de $100 milh\u00f5es para empr\u00e9stimos.<\/p>\n<p> O fundo tem como alvo principal at\u00e9 750.000 pequenos agricultores e pequenas e m\u00e9dias empresas em Mo\u00e7ambique, Tanz\u00e2nia, Uganda e Gana. Tais iniciativas devem continuar e podem provar ser o canal preferido e mais vi\u00e1vel atrav\u00e9s do qual os produtores agr\u00edcolas conseguem acessar financiamento \u2013 especialmente pequenos agricultores na \u00c1frica.<\/p>\n<p><em><strong>FCI: Quanto a crise da d\u00edvida europeia est\u00e1 afetando a disponibilidade de empr\u00e9stimos na regi\u00e3o?<\/strong><\/em><\/p>\n<p> A disponibilidade de empr\u00e9stimos na regi\u00e3o, por bancos africanos, forma uma pequena por\u00e7\u00e3o de seu portf\u00f3lio de empr\u00e9stimos (aproximadamente 1%). Como resultado, a crise da d\u00edvida europeia por si s\u00f3 n\u00e3o teria um impacto significativo na disponibilidade de empr\u00e9stimos dos bancos para produtores agr\u00edcolas comerciais. <\/p>\n<p> Da mesma forma, a disponibilidade de empr\u00e9stimos por meio do fundo acima mencionado provavelmente n\u00e3o ser\u00e1 afetada, simplesmente porque tais fundos s\u00e3o estruturados de forma que os riscos incorridos pelos bancos comerciais \u2013 neste caso, o Standard Bank \u2013 sejam amortecidos por terceiros, como AGRA, OPEP, Kilimo Trust, MCA, etc.<\/p>\n<p><em><strong>FCI: Qual a probabilidade de os mutu\u00e1rios africanos pagarem seus empr\u00e9stimos?<\/strong><\/em><\/p>\n<p> Muitos bancos ainda veem a agricultura africana como \u201cde alto risco\u201d, devido ao fato de que a agricultura africana \u00e9 dominada por pequenos agricultores. Um dos impedimentos enfrentados por esses pequenos agricultores \u00e9 que eles n\u00e3o est\u00e3o em posi\u00e7\u00e3o de fornecer garantias tradicionais.
