Criar um novo Programa de Incentivos \u00e0 Qualidade Ambiental e um Programa Regional de Melhoria da \u00c1gua.<\/li>\n<li>Adicionar US$ $1,6 bilh\u00e3o em novos financiamentos para pesquisa, desenvolvimento e produ\u00e7\u00e3o de etanol celul\u00f3sico, que apoiar\u00e3o empr\u00e9stimos garantidos de US$ $2,1 bilh\u00f5es.
