A CropLife America (CLA) e a Associa\u00e7\u00e3o Europeia de Prote\u00e7\u00e3o de Cultivos (ECPA) pediram uma estrutura de avalia\u00e7\u00e3o de risco mais harmonizada para regulamenta\u00e7\u00f5es de pesticidas durante a quarta rodada de negocia\u00e7\u00f5es da Parceria Transatl\u00e2ntica de Com\u00e9rcio e Investimento (TTIP).<\/p>\n

Os coment\u00e1rios seguem a apresenta\u00e7\u00e3o de uma proposta conjunta sobre coopera\u00e7\u00e3o regulat\u00f3ria entre EUA e UE que a CLA e a ECPA enviaram ao Representante Comercial Assistente dos Estados Unidos, Daniel Mullaney, e ao Diretor da DG Com\u00e9rcio da Comiss\u00e3o Europeia, Ignacio Garcia Bercero, em 7 de mar\u00e7o de 2014.<\/p>\n

Durante uma sess\u00e3o com as partes interessadas da Parceria Transatl\u00e2ntica de Com\u00e9rcio e Investimento (TTIP) em 12 de mar\u00e7o, o consultor s\u00eanior de com\u00e9rcio, propriedade intelectual e quest\u00f5es estrat\u00e9gicas da CLA, Doug Nelson, descreveu a proposta e quatro \u00e1reas principais para colabora\u00e7\u00e3o dentro do TTIP: negocia\u00e7\u00f5es setoriais sobre produtos qu\u00edmicos agr\u00edcolas para analisar as diverg\u00eancias atuais entre os sistemas regulat\u00f3rios dos EUA e da UE; utiliza\u00e7\u00e3o da avalia\u00e7\u00e3o de risco como base para uma estrutura regulat\u00f3ria; harmoniza\u00e7\u00e3o em rela\u00e7\u00e3o aos n\u00edveis m\u00e1ximos de res\u00edduos (MRLs); e prote\u00e7\u00e3o da propriedade intelectual.<\/p>\n

A proposta enfatizou a necessidade de uma estrutura de avalia\u00e7\u00e3o de risco com base cient\u00edfica para regulamenta\u00e7\u00f5es de pesticidas em alinhamento com os princ\u00edpios estabelecidos pelo acordo da Organiza\u00e7\u00e3o Mundial do Com\u00e9rcio sobre a Aplica\u00e7\u00e3o de Medidas Sanit\u00e1rias e Fitossanit\u00e1rias (SPS). Tanto os EUA quanto a UE s\u00e3o signat\u00e1rios do acordo da OMC.<\/p>\n

\u201cA CLA e a ECPA apoiam fortemente a Parceria Transatl\u00e2ntica de Com\u00e9rcio e Investimento e o potencial que o acordo tem para impulsionar a inova\u00e7\u00e3o agr\u00edcola, bem como o crescimento econ\u00f4mico e de empregos em escala global\u201d, disse Nelson. \u201cOs EUA e a UE t\u00eam os sistemas regulat\u00f3rios de pesticidas mais desenvolvidos do mundo; estabelecer um sistema regulat\u00f3rio mais forte e unificado garantir\u00e1 os mais altos n\u00edveis de prote\u00e7\u00e3o ao consumidor e ao meio ambiente, ao mesmo tempo em que promove o com\u00e9rcio internacional, cria empregos e melhora a viabilidade social e econ\u00f4mica.\u201d<\/p>\n

Em novembro de 2013, a CLA publicou um relat\u00f3rio detalhando os potenciais impactos econ\u00f4micos das regulamenta\u00e7\u00f5es da UE sobre produtos de prote\u00e7\u00e3o de cultivos, \u201cPotenciais efeitos comerciais sobre as exporta\u00e7\u00f5es agr\u00edcolas dos EUA das regulamenta\u00e7\u00f5es da Uni\u00e3o Europeia sobre desreguladores end\u00f3crinos<\/a>,\u201d preparado pela DTB Associates, LLP. O relat\u00f3rio estimou que, se implementadas, as pol\u00edticas propostas para disruptores end\u00f3crinos sob o Regulamento da UE 1107\/2009 poderiam bloquear mais de $4 bilh\u00f5es, ou 40%, de exporta\u00e7\u00f5es agr\u00edcolas dos EUA para a UE, al\u00e9m de exporta\u00e7\u00f5es de ingredientes ativos de prote\u00e7\u00e3o de cultivos, e colocar em risco o TTIP.<\/p>\n
