{"id":5416,"date":"2009-07-10T00:00:00","date_gmt":"2009-07-10T04:00:00","guid":{"rendered":"http:\/\/www.farmchemicalsinternational.com\/2009\/07\/10\/low-rainfall-could-cut-kharif-crop\/"},"modified":"2019-09-16T13:46:38","modified_gmt":"2019-09-16T17:46:38","slug":"low-rainfall-could-cut-kharif-crop","status":"publish","type":"post","link":"https:\/\/www.agribusinessglobal.com\/pt\/industry-news\/low-rainfall-could-cut-kharif-crop\/","title":{"rendered":"Baixa precipita\u00e7\u00e3o pode reduzir a colheita de Kharif"},"content":{"rendered":"<p>Rains in eastern parts of Uttar Pradesh (UP) state have been scarce this year; experts say it needs to rain in sufficient quantity&nbsp; for at least the next two weeks to make the land fit for sowing of the kharif, or autumn, crop, according to <a href=\"http:\/\/timesofindia.indiatimes.com\/Cities\/Lucknow\/Scanty-rains-ruinous-for-kharif-farming\/articleshow\/4755099.cms\">The Times of India<\/a>. If weak monsoon prevails, yield this season will drop by 20%-30% due to the dry weather and delay in sowing.<\/p>\n<p>The average per district rainfall in UP the first week of July has been 44.4 mm compared to a more typical 133.0 mm &#8212; 67% below normal. In east UP, average rain per district has been 57 mm so far against the usual 152 mm set for the period, 62% below normal. In the western part of the state,it received only 25.4 mm against the average 105.5 mm rainfall during that period &#8212; 76% below normal.<\/p>\n<p>If the monsoon doesn&#8217;t pick up within the next week or so, UP state would be in a crisis, experts say. The paddy crop &#8212; which should have ideally been sown by first week of July &#8212; has only been planted at 25%-30%. According to the agriculture directorate, around 6,000,000 hectares (ha) were to be dedicated&nbsp;to paddy, but now only 5,200,000 ha are expected to be sown with the crop. Paddy production is expected to be 13.1 million metric tons against a target of 13.5 million metric tons, and coarse grain forecast at 24.5 million tons against 25.4 million tons.<\/p>\n<p>RR Verma, director, agriculture, said of the state&#8217;s backup plan: &#8220;Around 70% of&nbsp;agriculture land in the state is under insured irrigation through tube-wells and canals. Directions have been issued by the CM to provide electricity to villages for 8-10 hours daily, even if it means cuts in the cities. &#8220;We have already paid [over US $24.3 million] to the UP Power Corporation limited for electricity supply to the rural areas.&#8221;<\/p>\n<p>Over 90% of farmers in UP come under the &#8220;marginal and small&#8221; category &#8212; the category&nbsp;hit the worst by low rainfall. The agriculture directorate has decided to distribute free seeds to these farmers for plantation. A block-level survey is already underway to assess the damages. The distribution of seeds will be done by a committee headed by district magistrate in respective districts.<\/p>\n<p><strong>Sugarcane Plantation Falls Hard<\/strong><\/p>\n<p>There are 4.3 million registered sugarcane farmers in Utter Pradesh state, providing employment to over 7.5% of the rural population and a sizable number of urban population in the sugar mills. But cane farmers began shifting to other crops due to low returns in comparison to other crops and legal hassles over price fixation. Low sugar production forced the government to import sugar last year. Sugarcane plantation is complete this season, but the low rains and diesel price hike has hit farmers hard. West UP is already reeling under the drop in ground water level, which has made irrigation through tube-wells a difficult task. There are around 50 blocks in 20 districts which have registered an acute drop in ground water level.<\/p>\n<p>The rise in diesel prices has made things worse for the western UP farmers, many of whom are shifting from sugarcane to paddy, pulses and other crops under kharif as sugarcane is no longer considered a profitable crop. The cost of production is increasing, but the statutory minimum price fixed by the union government is static at US $2.19 against the recommended price of $2.56. Sugarcane production dropped from 160.8 million tons in 2007-08 to 107 million tons in 2008-09. Production is expected to fall further in 2009-10 because initial reports have sugarcane planted in only 1.5 million ha this season against the expected 2.2 million ha.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>As chuvas nas partes orientais do estado de Uttar Pradesh (UP) foram escassas este ano;
