A equipe da USSEC se re\u00fane com autoridades do departamento de agricultura de um determinado pa\u00eds para explicar as inten\u00e7\u00f5es das organiza\u00e7\u00f5es. O grupo tamb\u00e9m busca orienta\u00e7\u00e3o do Servi\u00e7o de Agricultura Estrangeira do USDA para aprender como trabalhar melhor naquele pa\u00eds.<\/p>\n<h2>Entradas de cultura<\/h2>\n<p>Quanto mais sofisticado for o mercado, maior ser\u00e1 a probabilidade de os insumos agr\u00edcolas fazerem parte da conversa.<\/p>\n<p>\u201cFalamos com eles sobre as mudan\u00e7as que est\u00e3o acontecendo nos EUA e como isso est\u00e1 se tornando mais sustent\u00e1vel\u201d, diz Sutter. \u201cAl\u00e9m disso, focamos no acesso ao mercado. L\u00e1, parte do que fazemos \u00e9 jogar na defesa. N\u00edveis m\u00e1ximos de res\u00edduos (MRLs) est\u00e3o sendo definidos por v\u00e1rios pa\u00edses ao redor do mundo. Precisamos ter certeza de que eles n\u00e3o est\u00e3o em n\u00edveis que n\u00e3o funcionam para nossos agricultores, e que eles est\u00e3o sendo consistentes com o Codex (Alimentarius) e com suas obriga\u00e7\u00f5es na OMC (Organiza\u00e7\u00e3o Mundial do Com\u00e9rcio).\u201d<\/p>\n<p>Uma maneira pela qual a USSEC faz isso \u00e9 fazendo parte e trabalhando com membros da <a href=\"https:\/\/globalsoygrowers.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Alian\u00e7a Internacional de Produtores de Soja (ISGA)<\/a>. A ISGA inclui produtores do Brasil, Argentina, Canad\u00e1, Paraguai, Uruguai e EUA \u2014 os principais pa\u00edses produtores de soja.<\/p>\n<p>\u201cEm uma base pr\u00e9-competitiva, vamos falar com compradores na Europa, compradores na China ou outros lugares e dizemos a eles: &#039;Sabe, se voc\u00ea reduzir muito esses n\u00edveis de MRL, n\u00e3o ter\u00e1 fornecimento&#039;\u201d, diz Sutter. \u201cTentamos dar a eles confian\u00e7a na seguran\u00e7a do produto.\u201d<\/p>\n<p>A parte da sustentabilidade da conversa \u00e9 uma vantagem competitiva para os EUA<\/p>\n<p>\u201cEm termos de alguns desses produtos, nos EUA temos uma vantagem\u201d, diz Sutter. \u201cParaquat \u00e9 um problema com o qual os europeus est\u00e3o muito preocupados. Nos Estados Unidos, o paraquat n\u00e3o \u00e9 frequentemente usado como dessecante na soja. Na Am\u00e9rica do Sul, o paraquat \u00e9 frequentemente usado como dessecante. \u00c9 uma pequena vantagem competitiva para os EUA, pois n\u00e3o temos esse problema.\u201d<\/p>\n<p>Como os produtores geralmente fazem parte da equipe que visita mercados estrangeiros, Sutter acredita que a mensagem tem mais chances de ser ouvida.<\/p>\n<p>\u201cOs governos locais ouvem as ONGs; ouvem as pessoas que dizem que n\u00e3o queremos nenhum MRL. A ind\u00fastria vem e diz: &#039;Se voc\u00eas definirem os MRLs em zero, n\u00e3o seremos capazes de alimentar nosso povo. O que voc\u00eas v\u00e3o fazer?&#039; Eles os ouvem e tentam chegar a um meio-termo.\u201d<\/p>\n<p>A USSEC adapta sua mensagem para o n\u00edvel de sofistica\u00e7\u00e3o em um dado pa\u00eds. A organiza\u00e7\u00e3o normalmente divide esses pa\u00edses em tr\u00eas tipos de mercados \u2014 maduro, em expans\u00e3o e emergente.<\/p>\n<h2>Mercados maduros<\/h2>\n<p>A sustentabilidade \u00e9 uma mensagem importante para mercados maduros.<\/p>\n<p>\u201cEm lugares como Europa e Jap\u00e3o, eles est\u00e3o muito interessados em saber como seus alimentos s\u00e3o produzidos\u201d, diz Sutter. \u201cDe onde eles v\u00eam? \u00c9 de uma terra que foi desmatada recentemente? \u00c9 usando trabalho infantil para ser produzido? Todos esses tipos de coisas s\u00e3o muito importantes para esses consumidores.<\/p>\n<p>\u201cTemos uma \u00f3tima mensagem, um \u00f3timo hist\u00f3rico em termos de sustentabilidade da soja dos EUA. Em um mercado maduro, n\u00f3s liderar\u00edamos com isso. Tamb\u00e9m falamos sobre as vantagens de qualidade da soja dos EUA. Eles geralmente t\u00eam fabricantes de ra\u00e7\u00e3o sofisticados, produtores de gado sofisticados que entender\u00e3o muito bem se come\u00e7armos a falar com eles sobre a concentra\u00e7\u00e3o de amino\u00e1cidos, as diferen\u00e7as em energia digest\u00edvel \u2014 esse tipo de coisa. L\u00e1 tamb\u00e9m falamos sobre todos os ingredientes da vantagem da soja dos EUA.\u201d<\/p>\n<h2>Mercados em expans\u00e3o<\/h2>\n<p>Manter o acesso a mercados estrangeiros \u00e9 extremamente importante para os produtores dos EUA. Para fazer isso, a USSEC tamb\u00e9m deve trabalhar em mercados em expans\u00e3o como China, M\u00e9xico e Vietn\u00e3. A sustentabilidade n\u00e3o \u00e9 a mensagem cr\u00edtica para esses mercados, embora possa ser parte da discuss\u00e3o.<\/p>\n<p>\u201cH\u00e1 muita m\u00eddia social, e as pessoas provavelmente come\u00e7ar\u00e3o a olhar para a sustentabilidade\u201d, diz Sutter. \u201cProvavelmente n\u00e3o h\u00e1 restri\u00e7\u00f5es importantes ou regulamenta\u00e7\u00f5es de compra vinculadas \u00e0 sustentabilidade, como h\u00e1 na Europa. Ent\u00e3o, l\u00e1, focar\u00edamos mais na qualidade, diferenciando a qualidade da soja dos EUA em rela\u00e7\u00e3o a outras origens. E estar\u00edamos trabalhando com produtores de aves, produtores de su\u00ednos e produtores de aquicultura, tentando ensin\u00e1-los a produzir os produtos eles mesmos de forma mais eficiente.\u201d<\/p>\n<h2>Mercados emergentes<\/h2>\n<p>Para mercados emergentes \u2013 Nig\u00e9ria, Egito, Paquist\u00e3o, Bangladesh \u2013 a sustentabilidade \u00e9 uma preocupa\u00e7\u00e3o menor.<\/p>\n<p>\u201cL\u00e1, ter\u00edamos realmente uma \u00eanfase em assumir professores de universidades dos EUA, especialistas da ind\u00fastria, para realmente ajudar a ensinar alguns conceitos b\u00e1sicos sobre como produzir frangos, como produzir peixes\u201d, diz Sutter. \u201cDependendo do mercado \u2014 estamos trabalhando na Nig\u00e9ria \u2014 esse \u00e9 um mercado de n\u00edvel muito, muito b\u00e1sico. Podemos come\u00e7ar em um n\u00edvel bem baixo l\u00e1 e trabalhar para cima. V\u00e1 para um lugar como o Paquist\u00e3o, \u00e9 mais avan\u00e7ado. Ainda \u00e9 o que chamamos de mercado emergente, mas eles est\u00e3o alguns anos \u00e0 frente. Adaptamos nossas ofertas de cursos ou os semin\u00e1rios que oferecemos para estarem no n\u00edvel certo para o mercado.\u201d<\/p>\n<h2>China<\/h2>\n<p>O <a href=\"https:\/\/www.agribusinessglobal.com\/pt\/markets\/agricultural-retailers-association-supports-phase-one-of-u-s-china-trade-agreement\/\">Fase Um<\/a> o acordo foi assinado em janeiro.<\/p>\n<p>\u201cAs pessoas ficaram decepcionadas por isso n\u00e3o ter resultado em compras durante a noite\u201d, diz Sutter. \u201cA primeira coisa que precisava acontecer era que o governo chin\u00eas precisava dar aos importadores uma maneira de obter uma isen\u00e7\u00e3o tarif\u00e1ria. Eles n\u00e3o removeram suas tarifas; eles apenas se comprometeram a comprar. O governo dos EUA foi cuidadoso ao dizer: &#039;N\u00f3s n\u00e3o dissemos a eles que eles tinham que remover suas tarifas. N\u00f3s apenas dissemos a eles que eles precisavam comprar essa quantidade, e a China disse que faria isso.&#039;\u201d<\/p>\n<p>Ent\u00e3o ficamos muito felizes quando o governo chin\u00eas emitiu uma declara\u00e7\u00e3o (no final de fevereiro) que disse aos importadores como solicitar uma isen\u00e7\u00e3o tarif\u00e1ria. Uma vez que eles recebam uma isen\u00e7\u00e3o, ser\u00e1 para o restante do ano civil. Eles podem solicitar quanta tonelagem quiserem. E ent\u00e3o eles poder\u00e3o importar essa quantidade de soja dos EUA sem tarifas. Esse \u00e9 um primeiro passo cr\u00edtico para ver isso acontecer.\u201d<\/p>\n<p>O problema \u00e9 que fevereiro e mar\u00e7o n\u00e3o s\u00e3o a \u00e9poca normal do ano para muita soja dos EUA ser comprada pela China. Esta \u00e9 a janela sul-americana. Em setembro, \u201cdevemos ver uma grande quantidade de soja dos EUA sendo comprada pela China sob este novo acordo da Fase Um\u201d, diz Sutter. \u201cAs pessoas dizem: &#039;Nossa, precisamos disso agora. N\u00e3o queremos esperar at\u00e9 l\u00e1.&#039; \u00c9 um pouco lament\u00e1vel. \u00c9 assim que vai funcionar.\u201d<\/p>\n<p>Sutter diz que pode haver algumas compras at\u00e9 l\u00e1.<\/p>\n<p>\u201cH\u00e1 pessoas na China que preferem a qualidade da soja dos EUA, e a facilidade de fazer neg\u00f3cios com os EUA, o embarque r\u00e1pido que podem obter do PNW (Pacific
