Aproximadamente 80% do com\u00e9rcio mundial de bens em volume \u00e9 transportado por mar, de acordo com a Confer\u00eancia das Na\u00e7\u00f5es Unidas sobre Com\u00e9rcio e Desenvolvimento. Dos nove principais portos de cont\u00eaineres do mundo, sete deles est\u00e3o na China; os outros dois est\u00e3o em Cingapura e na Coreia do Sul.<\/p>\n<p>\u201cTodos os tr\u00eas pa\u00edses foram profundamente atingidos pelo surto de coronav\u00edrus\u201d, diz ele.<\/p>\n<p>As empresas de transporte tentaram mitigar as perdas imediatamente. Em alguns casos, os remetentes cancelaram os navios ou n\u00e3o os enviaram porque n\u00e3o havia nada neles. Em outros casos, em vez de enviar dois avi\u00f5es meio cheios, apenas um avi\u00e3o foi usado para economizar em custos de combust\u00edvel, diz.<\/p>\n<p>De todos os setores de transporte, o transporte mar\u00edtimo foi o que sofreu o maior impacto. Em circunst\u00e2ncias normais, os transportadores enviam aproximadamente 200 navios porta-cont\u00eaineres pelo Oceano Pac\u00edfico a cada m\u00eas. Com base em uma <em>Jornal de Wall Street<\/em> relat\u00f3rio, as opera\u00e7\u00f5es de navios porta-cont\u00eaineres cancelaram 110 embarques para a Am\u00e9rica do Norte nos primeiros dois meses de 2020.<\/p>\n<p>\u201cNo pico da epidemia em fevereiro, o volume de embarques \u2014 principalmente o volume de embarques mar\u00edtimos \u2014 despencou drasticamente\u201d, diz Singh. \u201cEmbora o principal impulsionador tenha sido a produ\u00e7\u00e3o industrial prejudicada, a falta de pessoal de log\u00edstica nos portos tamb\u00e9m contribuiu para o problema.\u201d<\/p>\n<p>O provedor de dados mar\u00edtimos Alphaliner, sediado em Paris, relatou que, at\u00e9 o final de fevereiro, um recorde de 2 milh\u00f5es de cont\u00eaineres de capacidade de transporte estavam ociosos, diz Singh. &quot;Isso \u00e9 mais do que os 1,6 milh\u00f5es de unidades equivalentes a 20 p\u00e9s (TEUs \u2014 uma medida padr\u00e3o da ind\u00fastria de capacidade de cont\u00eaineres) deixados de lado ap\u00f3s o colapso em 2016 da Hanjin Shipping Co. da Coreia do Sul ou os 1,5 bilh\u00e3o de TEUs de capacidade ociosos em 2009 no auge da crise financeira&quot;, diz ele.<\/p>\n<p>No entanto, um ponto positivo no momento da COVID-19 \u00e9 que ela come\u00e7ou a aumentar durante o Ano Novo Chin\u00eas. Durante esse feriado, as empresas normalmente fecham por sete dias. Este ano, as empresas fecharam por tr\u00eas a quatro semanas no final de janeiro e at\u00e9 meados de fevereiro, diz Thuerwaechter.<\/p>\n<p>\u201cN\u00e3o planejamos nenhuma remessa neste momento de qualquer maneira porque a fabrica\u00e7\u00e3o foi paralisada, e ent\u00e3o eles estenderam o tempo de folga por causa do v\u00edrus\u201d, ele explica. \u201cSe isso acontecesse quatro semanas antes ou depois, teria tido um impacto ainda maior no transporte global e na cadeia de suprimentos.\u201d<\/p>\n<h2><strong>O novo normal do transporte mar\u00edtimo<\/strong><\/h2>\n<p>\u00c0 medida que a China come\u00e7a a controlar a epidemia, a situa\u00e7\u00e3o j\u00e1 come\u00e7ou a melhorar. A empresa CargoMetrics, sediada em Boston, diz que os volumes de carga e as escalas de navios se recuperaram rapidamente, \u00e0 medida que os portos chineses confirmam que as engrenagens do com\u00e9rcio global est\u00e3o voltando a se movimentar.<\/p>\n<p>\u201cEstamos vendo melhorias em todos os n\u00edveis\u201d, diz <a href=\"https:\/\/www.cargometrics.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">M\u00e9tricas de Carga<\/a> CEO Scott Borgerson. \u201cEstamos vendo uma recupera\u00e7\u00e3o completa em todos os segmentos \u2014 est\u00e1 tudo de volta. As coisas est\u00e3o se movendo.\u201d<\/p>\n<p>As grandes empresas de transporte podem ter mais facilidade para se recuperar do que suas contrapartes menores.<\/p>\n<p>Grandes operadoras como a dinamarquesa AP Moeller-Maersk A\/S e a chinesa Cosco Shipping Holdings podem absorver o impacto financeiro estacionando seus navios, explica Kumar.<\/p>\n<p>Mas \u201cempresas menores que dependem mais completamente de neg\u00f3cios com a China t\u00eam pouco espa\u00e7o para se esconder\u201d, ele diz. \u201cEssas empresas podem ter apenas um punhado de navios, mas constituem uma parte cr\u00edtica do com\u00e9rcio global. Elas transportam cont\u00eaineres e commodities em rotas comerciais regionais nas sombras das grandes rotas.\u201d<\/p>\n<p>Thuerwaechter, que at\u00e9 o momento da publica\u00e7\u00e3o disse que estava enviando 15 cont\u00eaineres de Xangai para a Europa, diz que a situa\u00e7\u00e3o est\u00e1 come\u00e7ando a se normalizar, mas n\u00e3o est\u00e1 perto de 100%. Os atrasos no envio est\u00e3o entre duas e quatro semanas agora, ele estima.<\/p>\n<p>\u201cMuitas grandes empresas de transporte esperam que, quando a epidemia come\u00e7ar a diminuir na China, o que parece j\u00e1 estar acontecendo, elas esperam uma recupera\u00e7\u00e3o fraca em mar\u00e7o e uma forte recupera\u00e7\u00e3o em abril\u201d, acrescenta Kumar. \u201cAcredito que as coisas v\u00e3o ficar pr\u00f3ximas do normal em meados de abril para as empresas de transporte.\u201d<\/p>\n<h2><strong>Como os remetentes lidam com isso? <\/strong><\/h2>\n<p>Supondo que a forte recupera\u00e7\u00e3o do transporte mar\u00edtimo aconte\u00e7a em meados de abril, outros desafios surgir\u00e3o em breve.<\/p>\n<p>Espera-se que os pre\u00e7os de envio aumentem. Thuerwaechter diz que os pre\u00e7os de envio j\u00e1 subiram de 4% para 6% e, em alguns casos, at\u00e9 mesmo de 5% para 10%. A localiza\u00e7\u00e3o \u00e9 um grande fator na varia\u00e7\u00e3o. \u201cAs empresas europeias est\u00e3o aumentando os pre\u00e7os porque acreditam que haver\u00e1 escassez\u201d, diz ele. \u201cE a China tem bastante produto, ent\u00e3o eles est\u00e3o realmente come\u00e7ando a baixar os pre\u00e7os para movimentar o produto.\u201d<\/p>\n<p>A amplifica\u00e7\u00e3o dos pre\u00e7os \u00e9 inevit\u00e1vel, diz Kumar, acrescentando: \u201cAfinal, esta ser\u00e1 uma oportunidade para muitos transportadores recuperarem suas perdas\u201d.<\/p>\n<p>Quest\u00f5es de capacidade tamb\u00e9m entrar\u00e3o em jogo.<\/p>\n<p>Ent\u00e3o, como as empresas de transporte lidam com isso? Uma importante palavra da moda na gest\u00e3o da cadeia de suprimentos tem sido resili\u00eancia, diz Goker Aydin, especialista em gest\u00e3o de opera\u00e7\u00f5es e an\u00e1lise de neg\u00f3cios da Carey Business School da Universidade Johns Hopkins.<\/p>\n<p>Embora essa situa\u00e7\u00e3o n\u00e3o seja algo que se possa prever ou planejar totalmente, \u201cuma cadeia de suprimentos resiliente deve ser capaz de detectar sinais de alerta precoce de uma interrup\u00e7\u00e3o e deve responder mudando a produ\u00e7\u00e3o para fontes alternativas\u201d, diz Aydin. \u201cEla deve ter uma base de suprimentos diversificada ou algum plano de conting\u00eancia para utilizar fornecedores de backup.\u201d<\/p>\n<p>Mas para uma empresa detectar que uma interrup\u00e7\u00e3o est\u00e1 no horizonte, ela deve ter um bom controle sobre como \u00e9 sua cadeia de suprimentos. \u201cN\u00e3o basta conhecer seus fornecedores; voc\u00ea tamb\u00e9m deve saber quem s\u00e3o os fornecedores de seus fornecedores, e assim por diante\u201d, ressalta Aydin. \u201cSem esse tipo de mapa detalhado da cadeia de suprimentos, \u00e9 dif\u00edcil conhecer os elos
