O professor Ignacio tamb\u00e9m sabe que os acordos de livre com\u00e9rcio s\u00e3o muito importantes para economias pequenas como a nossa. O Mercosul (membros) est\u00e1 h\u00e1 mais de 20 anos negociando com a Uni\u00e3o Europeia, um Acordo de Livre Com\u00e9rcio, e parece que ainda \u00e9 dif\u00edcil \u2013 um problema pol\u00edtico dentro da UE. E o mundo inteiro tem problemas. Ent\u00e3o, como voc\u00ea pode ver, professor, o enorme acordo que o mundo est\u00e1 lidando agora como o CPTPP (Acordo Abrangente e Progressivo para a Parceria Transpac\u00edfica)? H\u00e1 alguma chance de a regi\u00e3o do Mercosul assinar algum tipo de acordo com os pa\u00edses do Sudeste Asi\u00e1tico?<\/strong><\/p>\n<p><strong>IB:<\/strong> N\u00e3o estamos, realmente, tendo uma rea\u00e7\u00e3o muito boa sobre essa tend\u00eancia (com acordos) CPTPP por exemplo ou na \u00c1sia que estamos falando sobre 15 economias muito grandes juntas, agora 12 porque o Reino Unido agora faz parte dos blocos. Mas ok, o Uruguai est\u00e1 tentando reagir porque pedimos para fazer parte do CPTPP ano passado, mas estamos sozinhos. Temos que estar cientes de que os pa\u00edses do Mercosul preferem abrir com economias da \u00c1sia.<\/p>\n<p>Estou muito preocupado com isso, porque todos os nossos concorrentes, por exemplo, a Austr\u00e1lia. E voc\u00ea os v\u00ea n\u00e3o apenas como pa\u00edses da ASEAN ou Jap\u00e3o ou Coreia do Sul, t\u00eam um relacionamento muito forte com os membros do Sul da \u00c1sia. O problema \u00e9 que pagamos muitas tarifas, e eles n\u00e3o est\u00e3o pagando tarifas para dar suporte aos nossos produtos. Claro, isso \u00e9 um grande problema.<\/p>\n<p>Estamos muito lentos. Como voc\u00ea disse, continuamos tendo uma discuss\u00e3o sobre o acordo com a Uni\u00e3o Europeia. Quando n\u00e3o temos uma agenda, um acordo com os EUA<\/p>\n<p>N\u00e3o temos uma agenda com a China. Novamente, o Uruguai est\u00e1 tentando empurrar uma agenda por uma agenda natural com a China. Mas o Mercosul queria isso. Essa discuss\u00e3o, eu acho, \u00e9 uma discuss\u00e3o central, porque precisamos aumentar nossa competitividade, e precisamos cortar as tarifas que pagamos nessa regi\u00e3o. E no momento eu acho que nossa rea\u00e7\u00e3o \u00e9 muito lenta.<\/p>\n<p>E n\u00e3o estamos vendo esse campo que est\u00e1 indo t\u00e3o r\u00e1pido ao redor do mundo. Acordos de livre com\u00e9rcio, n\u00e3o apenas megablocos, acordos bilaterais de livre com\u00e9rcio s\u00e3o parte da globaliza\u00e7\u00e3o, de organiza\u00e7\u00f5es econ\u00f4micas, e os pa\u00edses s\u00e3o realmente lentos nessa quest\u00e3o. Precisamos reagir, \u00e9 claro.<\/p>\n<p><strong>NP: E como voc\u00ea pode nos contar um como? O que voc\u00ea pode nos contar sobre as universidades nos pa\u00edses que voc\u00ea visita, Filipinas, Mal\u00e1sia, Tail\u00e2ndia, \u00e9 diferente das universidades dos pa\u00edses ocidentais?<\/strong><\/p>\n<p><strong>IB:<\/strong> Sim, eles est\u00e3o. Essa \u00e9 uma boa pergunta. Os pa\u00edses asi\u00e1ticos est\u00e3o sempre olhando para o longo prazo. Na Am\u00e9rica Latina, Am\u00e9rica, pa\u00edses do Mercosul, estamos sempre olhando para o curto ou m\u00e9dio prazo. N\u00e3o \u00e9 poss\u00edvel para n\u00f3s ver 30 anos no futuro. \u00c9 dif\u00edcil que eles estejam realmente preparados. Quando falo com meus parceiros nesta parte do mundo, eles sempre pensam no que vai acontecer porque a China vai investir. Por exemplo, a acelera\u00e7\u00e3o dos investimentos tecnol\u00f3gicos na China. Quando visitamos a Tail\u00e2ndia dessa forma, estamos falando agora, a China est\u00e1 investindo muito em energia el\u00e9trica na Tail\u00e2ndia. E agora esse investimento est\u00e1 focado apenas nos mercados internos. Mas eles est\u00e3o come\u00e7ando na universidade, (a perguntar) o que vai acontecer em 20 anos no futuro? Por qu\u00ea? Porque a Tail\u00e2ndia vai ser um dos maiores exportadores de carros el\u00e9tricos na regi\u00e3o e no mundo. Por qu\u00ea? Por causa do investimento chin\u00eas. Ent\u00e3o, todos esses padr\u00f5es e amigos, eles t\u00eam essa capacidade. No caso dos pa\u00edses da Am\u00e9rica Latina, do Mercosul, estamos sempre observando quando ser\u00e1 feita a troca de governo.<\/p>\n<p>E \u00e9 muito prov\u00e1vel que as pol\u00edticas p\u00fablicas mudem novamente. E isso, claro, \u00e9 um problema. Essas universidades est\u00e3o melhorando muito. J\u00e1 temos nesses pa\u00edses uma das melhores universidades da \u00c1sia. Por exemplo, Cingapura est\u00e1 muito bem no ranking, mas Filipinas, Manila, claro, Tail\u00e2ndia, Mal\u00e1sia t\u00eam universidades muito boas, e t\u00eam equipes muito internacionais, professores que sabem sobre o mundo, professores que sabem o que vai acontecer no futuro.<\/p>\n<p><strong>NP: \u00c9 bom ouvir isso. E tamb\u00e9m, a apresenta\u00e7\u00e3o dessa viagem, Analaura voc\u00ea pode nos dizer que \u00e9 muito bom estar com o Mercosul, porque \u00e9ramos uma c\u00e2mara que representa quatro pa\u00edses \u00e0s vezes para n\u00f3s, que pertencemos a pa\u00edses pequenos como Uruguai, Paraguai \u00e9 dif\u00edcil vender nosso pa\u00eds, porque ningu\u00e9m sabe onde estamos, a diferen\u00e7a entre Uruguai e Paraguai. Ent\u00e3o, quando voc\u00eas v\u00e3o juntos, \u00e9 mais f\u00e1cil, certo?<\/strong><\/p>\n<p><strong>ADE:<\/strong> \u00c9 mais f\u00e1cil. Ajuda muito. Temos dois gigantes \u2013 o Brasil e a Argentina, e temos muito orgulho do recurso que eles tinham, e \u00e0s vezes temos inveja. Mas trabalhamos juntos, que \u00e9 a melhor maneira de colocar em contexto quem somos.<\/p>\n<p>A reuni\u00e3o, com as contrapartes come\u00e7a dentro da miss\u00e3o e depois em Cingapura e outra empresa. E temos que colocar em contexto quem somos na Am\u00e9rica Latina, porque \u00e0s vezes (quando as pessoas) pensam na Am\u00e9rica Latina, elas est\u00e3o falando sobre Col\u00f4mbia, M\u00e9xico. N\u00e3o, n\u00e3o, n\u00e3o. N\u00f3s somos esses quatro pa\u00edses.<\/p>\n<p>Estamos em miss\u00f5es, e temos muito a oferecer, e essa \u00e9 nossa for\u00e7a e essa \u00e9 nossa fraqueza, e temos que trabalhar nelas. Mas tamb\u00e9m, somos complementares em algumas coisas. Por exemplo, em gr\u00e3os.<\/p>\n<p>\u00c0s vezes, carregamos o navio que est\u00e1 completo na Argentina e completo em um porto brasileiro. \u00c0s vezes, temos alguma for\u00e7a nisso, melhor infraestrutura que temos em nossa parte, que podemos exportar gr\u00e3os 100% do Uruguai. Mas, \u00e0s vezes, para ficar mais competitivo, somos complementares. Isso \u00e9 importante para deixar nossos clientes saberem em nossa primeira reuni\u00e3o, mostrar a eles o que podemos fazer. Estamos muito pr\u00f3ximos dos outros portos, do Paraguai, da Argentina. Eles s\u00e3o muito eficientes. Eles exportam todos os melhores (produtos) da Argentina. \u00c0s vezes, exportamos para o Canad\u00e1. Ent\u00e3o, concordo com voc\u00ea que isso colocou em contexto quem somos.<\/p>\n<p><strong>NP: Isso \u00e9 \u00f3timo. Isso \u00e9 \u00f3timo. Algum outro coment\u00e1rio sobre a viagem ou a miss\u00e3o que voc\u00ea queira acrescentar?<\/strong><\/p>\n<p><strong>ADE:<\/strong> Gostaria de comentar sobre o papel que nossa embaixada em Kuala Lumpur, nossa embaixadora, o console, e toda a sua equipe fizeram um trabalho muito profissional, e para nossa visita, e tamb\u00e9m nos conectando com outra empresa, outra institui\u00e7\u00e3o. Ent\u00e3o, primeiro na minha leitura, ent\u00e3o sou grato por eles, porque eles foram uma grande hospitalidade e um trabalho muito profissional neste mundo.<\/p>\n<p><strong>NP: Isso \u00e9 muito importante de ver e observar, porque o setor p\u00fablico, geralmente em nossa ind\u00fastria que viemos do setor privado, n\u00e3o somos t\u00e3o relacionados, e em pa\u00edses da \u00c1sia o setor p\u00fablico tem muita import\u00e2ncia. Ent\u00e3o tamb\u00e9m apreciamos o apoio do Minist\u00e9rio das Rela\u00e7\u00f5es Exteriores do Uruguai e da Argentina nesta delega\u00e7\u00e3o.<\/strong><\/p>\n<p><strong>IB:<\/strong> Analaura tem um ponto muito importante, porque eu acho que precisamos pensar sobre nossa embaixada importante para ter mais embaixadas nesta regi\u00e3o porque elas desempenham um papel realmente importante. Por exemplo, \u00e9 importante destacar que o Paraguai n\u00e3o tem nenhuma embaixada nesta regi\u00e3o?<\/p>\n<p>Para o Mercosul, precisamos abrir mais embaixadas. Elas desempenham um papel importante, e, finalmente, Nicholas, quero apenas comentar que o PIB dos membros da Asean em m\u00e9dia aumentou mais de 5% neste ano.<\/p>\n<p>\u00c9 uma das regi\u00f5es mais din\u00e2micas do mundo. E tamb\u00e9m, \u00e9 uma regi\u00e3o muito focada na paz. Isso tamb\u00e9m \u00e9 importante. Porque quando falamos de paz, a paz \u00e9 realmente importante para os neg\u00f3cios.<\/p>\n<p>Nessa situa\u00e7\u00e3o muito complicada entre as tens\u00f5es dos EUA e da China, o papel da Asean \u00e9 grave, e ent\u00e3o podemos diversificar nossos neg\u00f3cios l\u00e1 porque ser\u00e1 uma regi\u00e3o que sempre apoiar\u00e1 a paz. Essa \u00e9 uma regi\u00e3o que est\u00e1 crescendo. Precisamos acelerar nossos neg\u00f3cios l\u00e1.<\/p>\n<p><strong>NP: Sim, e a diferen\u00e7a da cultura, a religi\u00e3o que \u00e0s vezes para o mundo ocidental \u00e9 dif\u00edcil de entender \u2013 a guerra mu\u00e7ulmana, a guerra budista, at\u00e9 mesmo a n\u00e3o religiosa \u00e0s vezes. Precisamos adaptar nossas ofertas e nosso com\u00e9rcio tamb\u00e9m com a diversidade cultural, certo?<\/strong><\/p>\n<p><strong>IB:<\/strong> Claro. Precisamos saber mais sobre essas regi\u00f5es; precisamos estar mais preparados. Os pa\u00edses asi\u00e1ticos est\u00e3o realmente preparados. Eles leem. Eles pensam sobre o futuro.
