N\u00f3s nos perguntamos: qu\u00e3o sustent\u00e1vel \u00e9 o caminho atual da ind\u00fastria chinesa e seu dom\u00ednio da produ\u00e7\u00e3o agroqu\u00edmica global? E a ind\u00fastria deve responder de forma a apoiar a produ\u00e7\u00e3o de produtos qu\u00edmicos de prote\u00e7\u00e3o de cultivos fora da China?<\/p>\n<p>David Li apresentou recentemente um excelente webinar para o <em>Agroneg\u00f3cio Global<\/em> S\u00e9rie LIVE!. Como Li \u00e9 um verdadeiro especialista nestes assuntos, voc\u00ea \u00e9 instado a <a href=\"https:\/\/www.agribusinessglobal.com\/pt\/agrochemicals\/china-price-index-why-chinese-companies-need-to-reinvent-themselves-and-what-it-means-for-glyphosate-other-key-agrochemicals\/\" target=\"_blank\" rel=\"noopener\">reveja o que ele tinha a dizer<\/a> e levar isso muito a s\u00e9rio. Entre as informa\u00e7\u00f5es que ele apresentou estavam as tend\u00eancias de pre\u00e7os para agroqu\u00edmicos chineses (veja a Tabela 1). No entanto, a China, diferentemente do resto do mundo, est\u00e1 gastando somas tremendas para aumentar sua capacidade de produzir muitos desses produtos, especialmente <a href=\"https:\/\/www.agribusinessglobal.com\/pt\/agrochemicals\/china-price-index-glufosinates-shift-from-overcapacity-to-product-innovation\/\">glufosinato<\/a>, apesar da queda dos pre\u00e7os.<\/p>\n<p>Portanto, a ind\u00fastria pode querer considerar se o modelo atual de domina\u00e7\u00e3o chinesa da produ\u00e7\u00e3o agroqu\u00edmica global \u00e9 sustent\u00e1vel, especialmente para produtos dos quais h\u00e1 atualmente produtores \u201ccomprometidos\u201d fora da China. Todos os materiais neste gr\u00e1fico, com a poss\u00edvel exce\u00e7\u00e3o do lufenuron, t\u00eam produ\u00e7\u00e3o significativa em muitos outros pa\u00edses. A prop\u00f3sito, isso tamb\u00e9m \u00e9 verdade para muitos outros materiais que n\u00e3o est\u00e3o nesta lista. As f\u00e1bricas fora da China podem sobreviver \u00e0 enorme quantidade de press\u00e3o aplicada pelo que, em muitos casos, \u00e9 claramente um pre\u00e7o insustent\u00e1vel?<\/p>\n<h2>Tr\u00eas tend\u00eancias globais agravam o desafio<\/h2>\n<p>Al\u00e9m da queda nos pre\u00e7os e da expans\u00e3o da produ\u00e7\u00e3o chinesa, h\u00e1 pelo menos tr\u00eas outros fatores que podem rapidamente agravar esse desafio, mesmo com o crescimento cont\u00ednuo da popula\u00e7\u00e3o mundial:<\/p>\n<ul>\n<li><strong>Novos avan\u00e7os em t\u00e9cnicas de aplica\u00e7\u00e3o direcionada.<\/strong> O uso de drones e tecnologias de tratores inteligentes provavelmente levar\u00e1 a uma redu\u00e7\u00e3o no uso de todas as classes de pesticidas. H\u00e1 considera\u00e7\u00f5es pol\u00edticas e pr\u00e1ticas que impulsionar\u00e3o esse desenvolvimento.<\/li>\n<li><strong>Enormes quantidades de produtos agr\u00edcolas est\u00e3o sendo desviadas para uso como combust\u00edvel.<\/strong> No caso do etanol \u00e0 base de milho, se o mundo continuar a focar em ve\u00edculos el\u00e9tricos para substituir motores de combust\u00e3o interna, deve haver um ponto no tempo \u2014 talvez em um futuro n\u00e3o muito distante \u2014 em que a demanda por etanol diminuir\u00e1. Enquanto E10 \u00e9 atualmente a mistura dominante, e muitos ve\u00edculos provavelmente podem rodar com E15. Se a legisla\u00e7\u00e3o dos EUA tentar ir muito al\u00e9m, muitos ve\u00edculos n\u00e3o funcionar\u00e3o corretamente. No caso do biocombust\u00edvel derivado do \u00f3leo de soja, \u00e9 prov\u00e1vel que o uso como combust\u00edvel de avia\u00e7\u00e3o esteja em sua inf\u00e2ncia. N\u00e3o h\u00e1 nenhuma indica\u00e7\u00e3o de que algu\u00e9m esteja sonhando com aeronaves el\u00e9tricas. No entanto, o uso em caminh\u00f5es pode come\u00e7ar a diminuir \u00e0 medida que o transporte de curta dist\u00e2ncia se torna el\u00e9trico, e com caminh\u00f5es de longa dist\u00e2ncia talvez n\u00e3o muito atr\u00e1s. Os trens de carga el\u00e9tricos podem fazer parte do futuro?<\/li>\n<li><strong>Muitos acreditam que as pr\u00e1ticas agr\u00edcolas, especialmente a cria\u00e7\u00e3o de gado e o uso de fertilizantes, s\u00e3o fatores significativos que impactam as mudan\u00e7as clim\u00e1ticas.<\/strong> Esses crentes tamb\u00e9m s\u00e3o geralmente contra as culturas geneticamente modificadas e outros atributos das tecnologias agr\u00edcolas modernas, e tamb\u00e9m est\u00e3o muito preocupados com o desmatamento de florestas para aumentar a \u00e1rea agr\u00edcola.<\/li>\n<\/ul>\n<p>Portanto, potenciais redu\u00e7\u00f5es no uso de commodities fora da cadeia alimentar \u2014 juntamente com a tecnologia que reduz a quantidade de produtos qu\u00edmicos necess\u00e1rios por acre e combinada com a press\u00e3o de ativistas do aquecimento global \u2014 podem ter um impacto no n\u00famero de acres plantados, juntamente com a quantidade de produtos qu\u00edmicos aplicados a esses acres.<\/p>\n<h2>Como a ind\u00fastria deve responder?<\/h2>\n<p>Os EUA responderam parcialmente a esse desafio quando impuseram 301 sobretaxas sobre certos produtos chineses em 2018. Como essas taxas foram impostas no n\u00edvel tarif\u00e1rio harmonizado de oito d\u00edgitos, elas geralmente n\u00e3o eram espec\u00edficas do produto. O resultado \u00e9 que materiais como <a href=\"https:\/\/www.agribusinessglobal.com\/pt\/?s=glyphosate\">glifosato<\/a> n\u00e3o est\u00e3o sujeitos a tais taxas, embora haja um produtor de glifosato altamente competitivo nos EUA (o glufosinato, que tamb\u00e9m n\u00e3o est\u00e1 sujeito a nenhuma sobretaxa, foi produzido nos EUA at\u00e9 2020, mas essa produ\u00e7\u00e3o foi encerrada desde ent\u00e3o).<\/p>\n<p>O governo dos EUA deveria agora considerar implementar unilateralmente um programa mais direcionado e espec\u00edfico para cada produto?<\/p>\n<p>Um estudo feito pela Fanwood Chemical no ano passado e <a href=\"https:\/\/www.agribusinessglobal.com\/pt\/special-sections\/quick-look-at-agrochemical-trade-in-the-united-states\/\">publicado por <em>ABG<\/em><\/a> mostrou que as sobretaxas 301 tiveram um impacto muito limitado nos padr\u00f5es de fornecimento de ingredientes ativos (IAs). Isso n\u00e3o foi uma grande surpresa, j\u00e1 que os obst\u00e1culos regulat\u00f3rios e financeiros para estabelecer a produ\u00e7\u00e3o em escala mundial de IAs s\u00e3o muito altos \u2014 e especialmente verdadeiros porque os EUA foram o \u00fanico pa\u00eds que imp\u00f4s essas taxas. No entanto, se houvesse uma coaliz\u00e3o de pa\u00edses trabalhando juntos, no m\u00ednimo para incluir os EUA, Canad\u00e1, M\u00e9xico, Brasil, Argentina, Uni\u00e3o Europeia, Reino Unido e Jap\u00e3o, algo poderia ser realizado para garantir ao mundo uma variedade de fontes para mol\u00e9culas importantes.<\/p>\n<p>Alguns notar\u00e3o que empresas individuais t\u00eam a capacidade de tomar medidas de prote\u00e7\u00e3o para os produtos que fabricam em um pa\u00eds espec\u00edfico, entrando com a\u00e7\u00f5es de dumping. Nos EUA, muitas dessas a\u00e7\u00f5es foram movidas contra muitos produtos qu\u00edmicos chineses. Da mesma forma, empresas chinesas entraram com a\u00e7\u00f5es contra importa\u00e7\u00f5es para a China por uma variedade de pa\u00edses com uma variedade de produtos. O problema com essa abordagem, se a ind\u00fastria global deseja manter v\u00e1rias fontes de agroqu\u00edmicos, \u00e9 que as a\u00e7\u00f5es s\u00e3o caras para processar e protegem o produto apenas no pa\u00eds do fabricante. Como o fornecimento de produtos qu\u00edmicos para prote\u00e7\u00e3o de cultivos \u00e9 e precisa continuar sendo um neg\u00f3cio mundial, e como a maioria das f\u00e1bricas precisa exportar para fora de seus mercados dom\u00e9sticos para ser economicamente vi\u00e1vel, uma a\u00e7\u00e3o de dumping movida nos EUA, na UE ou em qualquer outro pa\u00eds n\u00e3o tem impacto em nenhum outro pa\u00eds nem no valor mundial do produto.<\/p>\n<h2>Como voc\u00ea vai planejar?<\/h2>\n<p>O governo chin\u00eas declarou publicamente que quer dominar algumas ind\u00fastrias para proteger seus pr\u00f3prios interesses, e parece que a prote\u00e7\u00e3o de cultivos \u00e9 uma das ind\u00fastrias nesta lista. Isso faz sentido pr\u00e1tico, j\u00e1 que uma ind\u00fastria vi\u00e1vel de prote\u00e7\u00e3o de cultivos \u00e9 um componente vital da seguran\u00e7a alimentar.<\/p>\n<p>Algo a considerar: \u00c0 medida que a economia chinesa se reinicia e se recupera ap\u00f3s a pandemia, as inten\u00e7\u00f5es pol\u00edticas dom\u00e9sticas ter\u00e3o como alvo a superprodu\u00e7\u00e3o de agroqu\u00edmicos, consolidando ou limitando a capacidade de melhorar a lucratividade? S\u00f3 o tempo dir\u00e1.
