\u53d1\u5e03\u610f\u5411\u6682\u505c\u901a\u77e5 (NOITS)\uff0c\u4e00\u65e6\u751f\u6548\uff0c\u5c06\u7981\u6b62\u9500\u552e\u3001\u5206\u9500\u548c\u4f7f\u7528\u542b\u6709\u6740\u866b\u5242\u56db\u6c2f\u5bf9\u82ef\u4e8c\u7532\u9178\u4e8c\u7532\u916f (DCPA) \u7684\u5de5\u4e1a\u7ea7\u4ea7\u54c1\u3002\u5de5\u4e1a\u7ea7\u4ea7\u54c1\u662f\u914d\u5236\u6210\u5176\u4ed6\u6700\u7ec8\u7528\u9014\u519c\u836f\u4ea7\u54c1\u7684\u9ad8\u6d53\u5ea6\u519c\u836f\u3002 EPA \u6b63\u5728\u4e3a DCPA \u53d1\u5e03\u6b64 NOITS\uff0c\u56e0\u4e3a\u552f\u4e00\u7684\u6ce8\u518c\u4eba AMVAC \u5c1a\u672a\u63d0\u4f9b\u8be5\u673a\u6784\u8981\u6c42\u5176\u5728\u4e5d\u5e74\u524d\u63d0\u4ea4\u7684\u5b8c\u6574\u6570\u636e\u3002\u6839\u636e\u8054\u90a6\u6740\u866b\u5242\u3001\u6740\u771f\u83cc\u5242\u548c\u706d\u9f20\u5242\u6cd5\u6848 (FIFRA)\uff0c\u6ce8\u518c\u4eba\u5fc5\u987b\u63d0\u4ea4\u6570\u636e\u4ee5\u652f\u6301\u8be5\u4ea7\u54c1\u7684\u7ee7\u7eed\u6ce8\u518c\u3002\u7531\u4e8e\u6ce8\u518c\u4eba\u957f\u671f\u672a\u80fd\u54cd\u5e94 EPA \u5bf9\u5fc5\u8981\u6570\u636e\u7684\u8981\u6c42\uff0c\u8be5\u673a\u6784\u65e0\u6cd5\u5168\u9762\u8bc4\u4f30\u4e0e DCPA \u76f8\u5173\u7684\u98ce\u9669\u3002<\/p>\n<p>DCPA \u662f\u4e00\u79cd\u9664\u8349\u5242\uff0c\u7528\u4e8e\u63a7\u5236\u519c\u4e1a\u548c\u975e\u519c\u4e1a\u73af\u5883\u4e2d\u7684\u79be\u672c\u79d1\u690d\u7269\u548c\u67d0\u4e9b\u9614\u53f6\u6742\u8349\u3002\u519c\u4e1a\u7528\u9014\u5305\u62ec\u6cb9\u83dc\u4f5c\u7269\uff08\u4f8b\u5982\u897f\u5170\u82b1\u3001\u7fbd\u8863\u7518\u84dd\u3001\u5377\u5fc3\u83dc\uff09\u3001\u846b\u82a6\u3001\u897f\u7ea2\u67ff\u3001\u6d0b\u8471\u548c\u9999\u8349\u3002\u975e\u519c\u4e1a\u7528\u5730\u5305\u62ec\u975e\u4f4f\u5b85\u8349\u576a\u548c\u89c2\u8d4f\u690d\u7269\u3002<\/p>\n<p>\u6839\u636e FIFRA \u7684\u8981\u6c42\uff0cEPA \u901a\u8fc7\u6ce8\u518c\u5ba1\u67e5\u5b9a\u671f\u91cd\u65b0\u8bc4\u4f30\u519c\u836f\uff0c\u4ee5\u786e\u4fdd\u98ce\u9669\u8bc4\u4f30\u548c\u519c\u836f\u51b3\u7b56\u53cd\u6620\u6700\u4f73\u53ef\u7528\u79d1\u5b66\u3002\u6ce8\u518c\u5ba1\u67e5\u8fc7\u7a0b\u7684\u4e00\u90e8\u5206\u662f\u786e\u5b9a\u5173\u6ce8\u7684\u98ce\u9669\u5e76\u5b9e\u65bd\u53ef\u4ee5\u51cf\u8f7b\u8fd9\u4e9b\u98ce\u9669\u7684\u884c\u52a8\u3002\u4e3a\u786e\u4fdd\u8bbf\u95ee\u6240\u9700\u6570\u636e\uff0c\u8be5\u673a\u6784\u901a\u8fc7\u53d1\u5e03 FIFRA \u6570\u636e\u547c\u5165\u901a\u77e5 (DCI) \u5c06\u6570\u636e\u8981\u6c42\u901a\u77e5\u6ce8\u518c\u4eba\u3002<\/p>\n<p>2013 \u5e74\uff0cEPA \u5411 AMVAC \u53d1\u51fa\u4e86 DCI\uff0c\u8981\u6c42\u5176\u63d0\u4ea4 20 \u591a\u9879\u7814\u7a76\u4ee5\u652f\u6301 DCPA \u7684\u73b0\u6709\u6ce8\u518c\u3002\u5728\u8fd9\u4e9b\u8981\u6c42\u5b9e\u65bd\u540e\u7684\u4e5d\u5e74\u91cc\uff0c\u8be5\u673a\u6784\u5ba1\u67e5\u4e86 AMVAC \u63d0\u4f9b\u7684\u5927\u91cf\u4e0d\u5145\u5206\u7684\u7814\u7a76\uff0c\u5e76\u4e14\u8fd8\u8bc4\u4f30\u4e86 20 \u591a\u9879\u8bd5\u56fe\u53d6\u6d88\u8fd9\u4e9b\u6570\u636e\u8981\u6c42\u7684\u8c41\u514d\u8bf7\u6c42\u3002\u5728\u5c1d\u8bd5\u83b7\u53d6\u6240\u9700\u6570\u636e\u7684\u8fc7\u7a0b\u4e2d\uff0cEPA \u5df2\u5c06\u5176\u6709\u9650\u7684\u8d44\u6e90\u7528\u4e8e\u5ba1\u67e5\u8bb8\u591a\u63d0\u4ea4\u7684\u8fd9\u4e9b\u5de5\u4f5c\uff0c\u5426\u5219\u5176\u4e2d\u4e00\u4e9b\u5c06\u7528\u4e8e\u5173\u6ce8\u5176\u4ed6\u6ce8\u518c\u8005\u8981\u6c42\u548c\u79cd\u690d\u8005\u9700\u8981\u7684\u6740\u866b\u5242\u884c\u52a8\u3002<\/p>\n<p>EPA \u8981\u6c42\u7684\u6570\u636e\u5305\u62ec\u4e00\u9879\u5173\u4e8e DCPA \u5bf9\u6210\u4eba\u548c\u51fa\u751f\u524d\u7532\u72b6\u817a\u53d1\u80b2\u548c\u529f\u80fd\u5f71\u54cd\u7684\u7efc\u5408\u7814\u7a76\u3002\u5728\u6ca1\u6709\u8fd9\u4e9b\u6570\u636e\u7684\u60c5\u51b5\u4e0b\uff0cEPA \u5ba1\u67e5\u4e86 AMVAC \u63d0\u4ea4\u7684\u521d\u6b65\u6570\u636e\uff0c\u8fd9\u4e9b\u6570\u636e\u8868\u660e DCPA \u53ef\u4ee5\u5728\u6bd4\u4ee5\u524d\u5df2\u77e5\u7684\u5242\u91cf\u66f4\u4f4e\u7684\u5242\u91cf\u4e0b\u5f71\u54cd\u7532\u72b6\u817a\u529f\u80fd\uff0c\u5e76\u4e14\u5b83\u53ef\u80fd\u5728\u6bd4\u5bf9\u6210\u4eba\u4ea7\u751f\u4e0d\u5229\u5f71\u54cd\u7684\u5242\u91cf\u66f4\u4f4e\u7684\u5242\u91cf\u4e0b\u5f71\u54cd\u80ce\u513f\u3002\u5982\u679c\u6ca1\u6709\u5173\u4e8e DCPA \u7532\u72b6\u817a\u6bd2\u6027\u7684\u5b8c\u6574\u6570\u636e\uff0c\u8be5\u673a\u6784\u65e0\u6cd5\u5b8c\u6210\u8bc4\u4f30 DCPA \u4ea7\u54c1\u662f\u5426\u7ee7\u7eed\u7b26\u5408 FIFRA \u6ce8\u518c\u6807\u51c6\u6240\u9700\u7684\u79d1\u5b66\u7a33\u5065\u548c\u53ef\u8fa9\u62a4\u7684\u4eba\u7c7b\u5065\u5eb7\u98ce\u9669\u8bc4\u4f30\u3002<\/p>\n<p>30 \u5929\u540e\uff0cNOITS \u5c06\u6210\u4e3a\u6700\u7ec8\u51b3\u5b9a\uff08\u53d7\u4e0b\u6587\u8ba8\u8bba\u7684\u6761\u4ef6\u7ea6\u675f\uff09\uff0c\u5728 EPA \u53d6\u6d88\u6682\u505c\u4e4b\u524d\uff0c\u6ce8\u518c\u4eba\u5206\u53d1\u3001\u4f7f\u7528\u6216\u9500\u552e\u5176\u5de5\u4e1a\u7ea7 DCPA \u519c\u836f\u4ea7\u54c1\u5c06\u662f\u975e\u6cd5\u7684\u3002\u8fd9\u610f\u5473\u7740\u4e00\u65e6\u6280\u672f\u7ea7\u4ea7\u54c1\u88ab\u6682\u505c\uff0cAMVAC \u4f7f\u7528\u5b83\u6765\u914d\u5236\u79cd\u690d\u8005\u4f7f\u7528\u7684\u6700\u7ec8\u7528\u9014\u4ea7\u54c1\u5c06\u662f\u975e\u6cd5\u7684\u3002\u5728\u6682\u505c\u4e4b\u524d\u5df2\u7ecf\u914d\u5236\u7684 DCPA \u6700\u7ec8\u7528\u9014\u519c\u836f\u4ea7\u54c1\u5e93\u5b58\u53ef\u4ee5\u7ee7\u7eed\u6839\u636e\u6807\u7b7e\u8fdb\u884c\u5206\u9500\u3001\u9500\u552e\u548c\u4f7f\u7528\u3002\u5982\u679c\u6682\u505c\u7ee7\u7eed\u5e76\u4e14\u73b0\u6709\u5e93\u5b58\u8017\u5c3d\uff0c\u7528\u6237\u53ef\u80fd\u65e0\u6cd5\u83b7\u5f97\u6700\u7ec8\u7528\u9014\u4ea7\u54c1\u3002\u4f46\u662f\uff0c\u6839\u636e FIFRA\uff0c\u5982\u679c\u5728 NOITS \u7b7e\u53d1\u540e 30 \u5929\u5185\u53d1\u751f\u4ee5\u4e0b\u4e24\u79cd\u60c5\u51b5\u4e4b\u4e00\uff0c\u5219\u6682\u505c\u4e0d\u4f1a\u6210\u4e3a\u6700\u7ec8\u51b3\u5b9a\uff1a<\/p>\n<ul>\n<li>AMVAC \u63d0\u4ea4\u4e86\u6240\u6709\u5fc5\u9700\u7684\u6570\u636e\uff0cEPA \u786e\u5b9a\u5b83\u5df2\u5b8c\u5168\u7b26\u5408\u4f5c\u4e3a NOITS \u57fa\u7840\u7684 DCI \u8981\u6c42\uff1b\u6216\u8005<\/li>\n<li><a href=\"https:\/\/www.epa.gov\/pesticide-reevaluation\/suspension-registrations-under-fifra\" target=\"_blank\" rel=\"noopener\">\u7b26\u5408 FIFRA \u8981\u6c42<\/a>\u3001AMVAC \u6216\u53d7\u901a\u77e5\u4e0d\u5229\u5f71\u54cd\u7684\u4eba\u53ca\u65f6\u3001\u5145\u5206\u5730\u8bf7\u6c42\u4e3e\u884c\u542c\u8bc1\u4f1a\u3002\u5fc5\u987b\u5728\u6536\u5230\u542c\u8bc1\u4f1a\u8bf7\u6c42\u540e 75 \u5929\u5185\u4e3e\u884c\u542c\u8bc1\u4f1a\u5e76\u53d1\u5e03\u6682\u505c\u51b3\u5b9a\uff0c\u9664\u975e\u6240\u6709\u5404\u65b9\u90fd\u89c4\u5b9a\u6b64\u7c7b\u5ef6\u671f\u3002<\/li>\n<\/ul>\n<p>\u5982\u679c\u6ce8\u518c\u4eba\u5728\u6682\u505c\u751f\u6548\u540e\u63d0\u4ea4\u7f3a\u5931\u6570\u636e\uff0cEPA \u53ef\u4ee5\u89e3\u9664\u6682\u505c\u3002\u5728\u8054\u90a6\u516c\u62a5\u4e0a\u516c\u5e03 NOITS \u540e\uff0c\u6240\u6709\u652f\u6301\u6587\u4ef6\u90fd\u5c06\u5728 DCPA \u6ce8\u518c\u5ba1\u67e5\u6458\u8981\u4e2d\u63d0\u4f9b <a href=\"https:\/\/www.regulations.gov\/docket\/EPA-HQ-OPP-2011-0374\" target=\"_blank\" rel=\"noopener\">EPA-HQ-OPP-2011-0374<\/a> \u5728 <a
