\u5305\u62ec\u4fdd\u62a4\u975e\u76ee\u6807\u751f\u7269\u4f53\u7684\u63aa\u65bd\uff0c\u5305\u62ec\u8054\u90a6\u53d7\u5a01\u80c1\u548c\u6fd2\u5371\uff08\u5df2\u5217\u5165\uff09\u7684\u7269\u79cd\u53ca\u5176\u6307\u5b9a\u7684\u5173\u952e\u6816\u606f\u5730\u3002<\/p>\n<p>\u9664\u4e86\u6ce8\u518c\u51b3\u5b9a\u5916\uff0cEPA \u8fd8\u6700\u7ec8\u786e\u5b9a\u4e86 <a href=\"https:\/\/www.regulations.gov\/document\/EPA-HQ-OPP-2020-0004-0032\" target=\"_blank\" rel=\"noopener\">\u751f\u7269\u5b66\u8bc4\u4ef7<\/a> \u6839\u636e\u300a\u6fd2\u5371\u7269\u79cd\u6cd5\u300b(ESA) \u5bf9\u8be5\u519c\u836f\u8fdb\u884c\u7ba1\u7406\u3002\u4eca\u5929\u7684\u884c\u52a8\u8fdb\u4e00\u6b65\u63a8\u8fdb\u4e86 EPA \u4e2d\u6982\u8ff0\u7684\u76ee\u6807 <a href=\"https:\/\/www.epa.gov\/system\/files\/documents\/2022-04\/balancing-wildlife-protection-and-responsible-pesticide-use_final.pdf\" target=\"_blank\" rel=\"noopener\">2022 \u5e74 4 \u6708\u6b27\u7a7a\u5c40\u5de5\u4f5c\u8ba1\u5212<\/a> \u901a\u8fc7\u8bc6\u522b\u5bf9\u6240\u5217\u7269\u79cd\u7684\u6f5c\u5728\u5f71\u54cd\uff0c\u5b9e\u65bd\u5fc5\u8981\u7684\u7f13\u89e3\u63aa\u65bd\uff0c\u5e76\u5728\u6ce8\u518c\u524d\u542f\u52a8\u4e0e\u7f8e\u56fd\u9c7c\u7c7b\u548c\u91ce\u751f\u52a8\u7269\u7ba1\u7406\u5c40\u4ee5\u53ca\u56fd\u5bb6\u6d77\u6d0b\u6e14\u4e1a\u5c40\uff08\u4ee5\u4e0b\u7b80\u79f0\u201c\u670d\u52a1\u201d\uff09\u7684\u534f\u5546\u6d41\u7a0b\u3002<\/p>\n<h2>\u53cc\u5511\u8349\u8148\u7684\u80cc\u666f<\/h2>\n<p>EPA \u5df2\u6279\u51c6\u4e24\u79cd\u542b\u6709\u53cc\u5511\u8349\u8148\u7684\u4ea7\u54c1\uff1a\u4e00\u79cd\u662f\u53ef\u7528\u4e8e\u914d\u5236\u5176\u4ed6\u4ea7\u54c1\u7684\u6280\u672f\u4ea7\u54c1\uff0c\u53e6\u4e00\u79cd\u662f\u914d\u5236\u4e3a\u65e0\u5c18\u9897\u7c92\u7684\u6700\u7ec8\u7528\u9014\u4ea7\u54c1\uff0c\u53ef\u7a7a\u4e2d\u65bd\u7528\u4e8e\u6df9\u6c34\u7684\u7a3b\u7530\u3002\u8be5\u6700\u7ec8\u7528\u9014\u4ea7\u54c1\u4ec5\u5728\u52a0\u5229\u798f\u5c3c\u4e9a\u5dde\u6ce8\u518c\u7528\u4e8e\u6c34\u64ad\u79cd\u6c34\u7a3b\u51fa\u82d7\u524d\u548c\u82d7\u540e\u65e9\u671f\u63a7\u5236\u79be\u672c\u79d1\u6742\u8349\u3001\u838e\u8349\u548c\u9614\u53f6\u6742\u8349\u3002\u503c\u5f97\u6ce8\u610f\u7684\u662f\uff0c\u5b83\u53ef\u80fd\u6709\u52a9\u4e8e\u63a7\u5236\u7a17\u8349\u548c\u6c34\u8349\uff0c\u8fd9\u4e24\u79cd\u5bf9\u8be5\u5dde\u7a3b\u519c\u6765\u8bf4\u6709\u95ee\u9898\u7684\u6742\u8349\u3002\u4e00\u822c\u6765\u8bf4\uff0c\u6742\u8349\u7684\u63a7\u5236\u5f88\u91cd\u8981\uff0c\u56e0\u4e3a\u5b83\u4eec\u4f1a\u4e0e\u6c34\u7a3b\u4e89\u593a\u5b9d\u8d35\u7684\u517b\u5206\u548c\u9633\u5149\uff0c\u5982\u679c\u4e0d\u52a0\u4ee5\u63a7\u5236\uff0c\u53ef\u80fd\u4f1a\u964d\u4f4e\u4ea7\u91cf\u3002<\/p>\n<p>\u7531\u4e8e\u5176\u529f\u6548\u548c\u65b0\u7684\u4f5c\u7528\u6a21\u5f0f\uff0c\u53cc\u5511\u8349\u8148\u4e5f\u6709\u671b\u6210\u4e3a\u52a0\u5229\u798f\u5c3c\u4e9a\u5dde\u6c34\u7a3b\u5bb3\u866b\u7efc\u5408\u9632\u6cbb\u548c\u6742\u8349\u6297\u6027\u7ba1\u7406\u8ba1\u5212\u7684\u6709\u7528\u8865\u5145\u3002\u8be5\u5730\u533a\u7684\u6c34\u7a3b\u751f\u4ea7\u8005\u53ef\u4ee5\u5c06\u53cc\u5511\u8349\u8148\u4e0e\u5176\u4ed6\u9664\u8349\u5242\u8f6e\u6362\u4f7f\u7528\uff0c\u4ee5\u51cf\u5c11\u9664\u8349\u5242\u6297\u6027\u7684\u6f5c\u5728\u4f20\u64ad\u3002<\/p>\n<h2>EPA \u7684\u4eba\u7c7b\u5065\u5eb7\u548c\u751f\u6001\u98ce\u9669\u8bc4\u4f30<\/h2>\n<p>\u5728\u53d1\u5e03\u6b64\u6ce8\u518c\u51b3\u5b9a\u4e4b\u524d\uff0cEPA \u6839\u636e\u8054\u90a6\u6740\u866b\u5242\u3001\u6740\u83cc\u5242\u548c\u706d\u9f20\u5242\u6cd5\u6848 (FIFRA) \u7684\u8981\u6c42\uff0c\u8bc4\u4f30\u4e86\u63a5\u89e6\u8fd9\u4e9b\u4ea7\u54c1\u662f\u5426\u4f1a\u5bf9\u4eba\u7c7b\u5065\u5eb7\u548c\u73af\u5883\u9020\u6210\u4e0d\u5408\u7406\u7684\u4e0d\u5229\u5f71\u54cd\u3002\u6839\u636e \u7684\u6700\u7ec8\u751f\u7269\u5b66\u8bc4\u4f30<\/h2>\n<p>\u8be5\u673a\u6784\u8fd8\u8bc4\u4f30\u4e86\u62df\u8bae\u767b\u8bb0\u5bf9\u6240\u5217\u7269\u79cd\u548c\u5173\u952e\u6816\u606f\u5730\u7684\u5f71\u54cd\u3002 EPA \u7684\u6700\u7ec8\u5f71\u54cd\u786e\u5b9a\u53d1\u73b0\uff0c\u53cc\u5511\u8349\u8148\u53ef\u80fd\u5bf9 (LAA) 12 \u4e2a\u5217\u51fa\u7684\u7269\u79cd\u548c 10 \u4e2a\u5173\u952e\u6816\u606f\u5730\u4ea7\u751f\u4e0d\u5229\u5f71\u54cd\u3002<\/p>\n<p>LAA \u6d4b\u5b9a\u610f\u5473\u7740 EPA \u5408\u7406\u5730\u9884\u671f\uff0c\u5728\u5217\u51fa\u7684\u5404\u79cd\u7269\u79cd\u4e2d\uff0c\u81f3\u5c11\u6709\u4e00\u79cd\u52a8\u7269\u6216\u690d\u7269\u53ef\u80fd\u4f1a\u63a5\u89e6\u5230\u8db3\u4ee5\u4ea7\u751f\u4e0d\u5229\u5f71\u54cd\u7684\u53cc\u5511\u8349\u8148\u3002\u5373\u4f7f\u5df2\u5217\u5165\u540d\u5355\u7684\u7269\u79cd\u51e0\u4e4e\u6062\u590d\u5230\u53ef\u80fd\u4e0d\u518d\u9700\u8981\u5217\u5165\u540d\u5355\u7684\u7a0b\u5ea6\uff0c\u60c5\u51b5\u4e5f\u662f\u5982\u6b64\u3002\u53ef\u80fd\u7684\u201c\u91c7\u53d6\u201d\uff0c\u5305\u62ec\u65e0\u610f\u4f24\u5bb3\u6216\u6b7b\u4ea1\uff0c\u5373\u4f7f\u662f\u6240\u5217\u7269\u79cd\u4e2d\u7684\u4e00\u4e2a\u4e2a\u4f53\uff0c\u4e5f\u8db3\u4ee5\u5f15\u53d1\u8fd9\u6837\u7684\u51b3\u5b9a\u3002\u56e0\u6b64\uff0c\u7ecf\u5e38\u9700\u8981\u8fdb\u884c\u5927\u91cf\u7684 LAA \u6d4b\u5b9a\u3002\u7136\u800c\uff0cLAA \u7684\u6d4b\u5b9a\u5e76\u4e0d\u4e00\u5b9a\u610f\u5473\u7740\u519c\u836f\u6b63\u5728\u5c06\u67d0\u4e2a\u7269\u79cd\u7f6e\u4e8e\u5371\u9669\u4e4b\u4e2d\u3002<\/p>\n<p>EPA \u8fdb\u4e00\u6b65\u5b8c\u5584\u4e86\u5bf9\u7269\u79cd\u548c\u5173\u952e\u6816\u606f\u5730\u7684\u5206\u6790\uff0c\u5176\u4e2d\u505a\u51fa\u4e86 LAA
