These cash infusions are meant to be one-time payouts to rectify troubled industries, but they are increasingly evolving into ongoing payments.

Meanwhile, these subsidies are killing trade talks that our industry needs to thrive. The World Trade Organization announced Friday that it will fail to secure a new global commerce pact before the end of the year because of a dispute between the United States and emerging economies over agriculture and industrial goods, and that includes farm chemicals.
