From 6 to 8 January 2026 in Hanoi, the Plant Production and Protection Department (PPPD), Ministry of Agriculture and Environment of Vietnam, in collaboration with the ASEAN Bio-efficacy Expert Task Force (ABETF) and CropLife Asia, organized a series of international conferences on the regulation and registration of biopesticides.

The conference series commenced with the Kick-off Meeting of the ASEAN Biopesticides Regulatory Framework Project, held on 6–7 January 2026 and jointly organized by ABETF, CropLife Asia, and PPPD. The meeting brought together regulators from ASEAN Member States and international experts, marking an important regional cooperation forum to promote safe and sustainable biopesticide solutions. This meeting officially launched the project, aiming to develop and harmonize a science-based regulatory framework for biopesticides across the region, aligned with international practices while remaining flexible to national contexts.

In his opening remarks, Mr. Nguyen Quang Hieu, Deputy Director General of PPPD, emphasized: “In the context of global and regional efforts to promote sustainable agriculture, ensure food security and food safety, and protect the environment under climate change, reducing reliance on synthetic chemicals and increasing biological solutions has become an inevitable trend and policy priority in many countries. For ASEAN, where agriculture remains a key economic pillar and livelihood for hundreds of millions of farmers, the need for a scientific, transparent, and harmonized biopesticide regulatory system is increasingly urgent, while regulatory frameworks across countries remain diverse. The Kick-off Meeting of the ASEAN Biopesticides Regulatory Framework Project therefore plays a particularly important role, providing a platform for countries to share experiences, align approaches, and move toward a common, flexible framework consistent with regional realities and international practices.”

Mr. Pham Quang Minh, Assistant Director of the ASEAN Secretariat, commended Vietnam’s proactive role in hosting and actively participating in the ASEAN Biopesticides Regulatory Framework Project. He stated: “This Kick-off Meeting marks a timely and meaningful milestone in ASEAN’s collective efforts to promote sustainable agriculture, strengthen regulatory cooperation, and support farmers’ access to safer and more innovative plant protection solutions. Biopesticides are no longer a niche option but are becoming an integral component of Integrated Pest Management (IPM), climate-resilient agriculture, and environmentally friendly food systems in the region. The ASEAN Biopesticides Regulatory Framework Project does not seek to impose a one-size-fits-all model, but rather to identify common ground, enhance mutual understanding, and progressively promote regulatory harmonization while fully respecting national contexts and regulatory sovereignty.”

During the meeting, participants reviewed and analyzed the current regulatory frameworks and the level of biopesticide adoption across ASEAN Member States. Based on these discussions, the meeting agreed on common objectives, identified key components, and developed the implementation roadmap for the ASEAN Biopesticides Regulatory Framework Project for the period 2026–2028.

Building on the outcomes and consensus achieved, on 8 January 2026, PPPD and CropLife Asia organized the International Conference on Biopesticide Regulation and Registration. The conference gathered international experts as well as representatives from regulatory authorities, research institutes, industry associations, companies, and the domestic media. The objective was to further deepen discussions on the direction for strengthening Vietnam’s regulatory framework in line with ASEAN harmonization principles and consistent with Vietnam’s National Project on the Development and Use of Biopesticides to 2030, with Vision to 2050, and the Government’s priorities on sustainable agriculture.

Participants were updated on and engaged in in-depth exchanges on biopesticide registration and regulatory systems in ASEAN countries, as well as experiences from regions with advanced regulatory frameworks such as the European Union, the United States, Brazil, Japan, and South Korea. Discussions focused on key topics including product classification, data requirements, field trials, quality management, residue management, and biological risk assessment.

Notably, in a dedicated Vietnam-focused session, policy recommendations and lessons learned were shared directly with regulators, providing valuable references for the ongoing review and improvement of Vietnam’s biopesticide regulatory framework. This was considered a practical step toward implementing the National Biopesticide Development Project, aiming to increase the use of biological solutions in Vietnam by 2030 with a vision to 2050, in line with the country’s direction toward safe, modern, and sustainable agricultural development.

Speaking at the conference, Dr. Tan Siang Hee, Executive Director of CropLife Asia, affirmed that crop protection solutions continue to play an essential role in safeguarding crop productivity and farmers’ livelihoods, especially in the context of climate change and increasing pest pressures. Alongside chemical pesticides, which remain important, biopesticides are becoming an increasingly necessary component, expanding farmers’ “toolbox” with complementary solutions that are more ecosystem-friendly and supportive of sustainable production.

He emphasized that the industry’s goal is not to replace existing solutions entirely, but to establish a modern, science-based regulatory system that enables both chemical and biological solutions to play complementary roles. In this context, regulatory harmonization at the ASEAN level is a key enabler—ensuring safety, transparency, reducing technical barriers to trade, and fostering innovation, thereby supporting farmers’ access to diverse, safe, and effective pest management tools.

The ASEAN Biopesticides Regulatory Framework Project, implemented by ABETF in collaboration with CropLife Asia over approximately 30 months, focuses on reviewing and analyzing existing regulatory frameworks; promoting science-based harmonization of registration requirements; developing unified evaluation methodologies; strengthening technical capacity; and enhancing public–private cooperation in knowledge sharing and field pilot implementation. For ASEAN countries, the project will help strengthen regulatory capacity, reduce regulatory fragmentation, and promote a risk-based regulatory approach, thereby supporting the safe, effective, and responsible use of biopesticides in alignment with sustainable agriculture and human and environmental health goals. For Vietnam, the project serves as an important reference for international experience and best practices, supporting the review, revision, and enhancement of the national pesticide regulatory framework and contributing to the achievement of national targets on increasing biopesticide use by 2030, with a vision to 2050, in line with the country’s integration and modern agricultural development objectives.
