Environmental Protection Approval Checks Start for Chinese Pesticide Industry

China’s Ministry of Environmental Protection (MEP) announced late last month it will carry out environmental protection approval checks on glyphosate manufacturers.

The checks are mandated under the new “Manual on Environmental Protection Approval in China’s Glyphosate Industry,” recently published by the Ministry.

As early as 2008, the China Crop Protection Industry Association recognized the importance of maintaining fair market competition by setting up environmental protection regulations. CCPIA proposed the draft version of the manual to the MEP in April 2012.

According to the manual, all glyphosate manufacturers must submit an application for the check before July 30, 2013. After a preliminary check by environmental protection authorities in the provincial level and a review by the MEP, the list containing the first batch of qualified manufacturers will be published in December 2013.

In the next two years, manufacturers are required to submit applications before each April, and the MEP will release a list of the second and third batches of qualified manufacturers before each October. The MEP expects to finish the environmental protection approval within three years.

If there is any doubt about whether a company will pass the check, medium- and small-sized enterprises should not start production. Even manufacturers that are currently producing (around 32 companies) should stop production to make the necessary improvementsif they are not confident they will pass the check and cannot submit applications before the end of July.

Only the big companies, like Yangnong, Wynca and Jiangshan, which have invested in their environmental protection facilities in advance, will pass and gain approval, according to CCPIA.
