PMFAI: Mandatory Registration of Technical Grade Pesticides Will Boost the Vision of ‘Make in India’

The Pesticides Manufacturers & Formulators Association of India (PMFAI) is a national association representing the Agrochemical/pesticide industry in India, with about 221 large, medium, and small-scale industries as its members.

Since 2011, PMFAI has been continuously appealing to the Department of Agriculture and Farmers Welfare (Ministry of Agriculture & Farmers Welfare) and Central Insecticides Board & Registration Committee (CIB&RC) to adopt policy for mandatory registration of Technical Grade Pesticides in India prior to granting registrations for formulations (import or indigenous manufacture).

“Granting registrations for Import of Readymade Pesticide Formulations without registration of Technical Grade Products in India, led to monopolies and exploitation of Farmers by importers,” says PMFAI President Pradip Dave. “Moreover, all major agricultural nations including the U.S., Europe, Australia, Brazil, and China also mandate compulsory registration of technical grade pesticide before granting of formulation registration.”

In response to PMFAI’s continuous appeal, the Registration Committee in its 443rd meeting held on 22 December 2022, decided to adopt policy for mandatory registration of Technical Grade Pesticides in India. The Registration Committee also decided to amend registration guidelines by deleting the clause “the applicant of FI-WRT (Formulation Import without registering Technical) are encouraged to seek registration for Technical” and replaced with “the registration Technical Grade material is mandatorily required”.

“The decision of the Government will help boost the vision of ‘Make in India‘ and ‘Atmanirbhar’ in the agrochemical sector,” Pradip says. “The decision will help establish more new manufacturing plants in India to manufacture Technical Grade Pesticides (active ingredients) and formulation products, resultantly exports from the country will be increased while helping to create more employment opportunities for Indian citizens.”
